Please consider the following requests separately:

Evidence if any of internal discussions as to legality of this market in respect of existing market charter.

Expressions of interest received in response to the tender for an Open Market (including but not limited to how many, what kinds of tenders for what kinds of markets.

Explanation of the process of and content of evaluation and decision-making of the different expressions of interest (including who was invited to take part in the decision making process and what policies were used as a reference).

Information of the nature of the finally agreed contract, including but not limited to what rent the open market stalls are charged, any discounted rent schemes, service charges, business rates, contract duration, type of products that are permitted for / prohibited from selling.

Information of what resources have been allocated for advertising / promoting this market and from which council budgets.

Thank you very much for your response dated 2nd of September 2010 to my Freedom of Information request regarding the new wednesdays's open Market in Leeds.

I am writting again to ask for further clarification.

On point 3 you mention "specific qualitative questions asked". Could you please provide the list of questions asked and the asnwers by all the applicants?

On point 4 you mention £9 a stall to be an introductory offer. How long will this introductory offer be in place.?

Can you also detail how many stalls are currently benefiting from the £6 second stall scheme?
You mention that service charges and busienss rates are not payable by the opretaor. Why is this the case? Are they paid by the stall holders and if this is the case what are the rates paid by individual stall holders?

Can you also explain what measures have been taken to prevent that this new open market with discounted rents does not "undercut" existing traders in the indoors market? (as you mention that traders can also sell "general products").

Still under point 4 could you please detail the prices (tenders submitted) of the different expressions of interest?

On point 5 you respond that the operator is responsible for the cost of promoting/marketing the event. However there were banners advertising the market around Kirkgate Market. How much did the operator pay for the use of space in the Market to advertise?
