I'm looking for details of website development that Carmarthenshire County Council staff/contractors have performed over the last three years, funded by Welsh Government, to support Town and Community Council website provision. I understand that a prototype/framework has been developed and shown to staff/members of Ammanford Town Council at various stages of development. The much publicised Local Government (Democracy) (Wales) Act 2013 require all Town and Community Councils to put key information online, and was supplemented by Statutory Guidance issued in May 2015 (https://gov.wales/sites/default/files/pu...)

Dear Carmarthenshire Council,

I am writing to request an internal review of Carmarthenshire Council's handling of my FOI request 'website development funded by Welsh Government'.

I am surprised that it took the Council twenty working days to find nothing out about my request and said:

"In response, we do not hold any information relevant to your request as Carmarthenshire County Council has not had any involvement or oversight of spend on town and community websites, nor have we built or hosted websites for Town and Community Councils over the past 3 years."

Your employee/colleague Mr Peter Austin (ebost:praustin@ ffon: dim un dau chwech saith dau dau pedwar dim tri naw) had demonstrated a site that was developed for Ammanford Town Council, following on from previous meetings, as recently as November 2019.

You'll note the "Cyngor Sir Gâr/Carmarthenshire County Council" logo prominently displayed at the foot of the page, opposite the "Noddir gan Lywodraeth Cymru/Sponsored by Welsh Government" logo.

You should also have records of Mr Austin's visits from the County Council's record book for Ammanford Town Hall, Iscennen Road, held in accordance with the County Council's fire safety policy for the building (but allows members of the public to sign in, wander out to the toilet and end up in the chemical cupboard under the stairs on a dark winter's evening - without "checking out").

The framework was being developed to comply with the Website Content Accessibility Guidelines (WCAG), requiring a 2.1 AA rating by September 2020.

I appreciate your efforts to re-direct me to Ammanford Town Council. I attended the full Council meeting this week. Their website was discussed (after they'd suspended the meeting for the Clerk to prepare & print the right Minutes to ratify, and shortly before the secret ballot where a Councillor asked if they should write their names at the top of the secret ballot paper he had just completed). The publicly funded website was not mentioned. I observed the County Councillor playing with his phone more during this Item, and he also wrote a "Declaration of Interest" in "The Book" at the start of the meeting (contents of which could not be seen from the public gallery, were not read out and may [or may not] be recorded in the Minutes that we may [or may not] see in June/July). I have no idea if these matters were related.

At this point I have to concede, through clenched teeth and having lost Hope, that I have a greater chance of finding a few related nuggets of truth from Carmarthenshire County Council then I do from Ammanford Town Council.

I trust you'll be able to find the information that I requested quicker than the time it took you not to find the information, as you respond promptly to this Internal Review request.

Dear Robert Edgecombe,

I fully understand the rationale for your delay and am empathetic. Thanks for keeping me updated.

I would note that Ammanford Town Council had bought another website, and in this week's train-wreck of a (M$ Teams) Council Meeting said they were now going to procure yet another design. In light of the scarcity of funds to procure effective PPE and in consideration of those now being overwhelmed by food poverty, it seems finding out where budgets have been spent is even more important. I recognise that many Carmarthenshire County Council employees have responded admirably to the pandemic, and many despair at how questions such as this (seeking to find duplication of costs and wasted effort) have been brushed aside. Stonewalling might have succeeded without my own research.

In view of the Information Commissioner's announced extra-light-touch during the pandemic, I trust that the Council will do the right thing and publish the requested information eventually. Statistically it is highly probable that some requesters will not fare well, and the Information Commissioner in unlikely/may not have a lawful basis to uphold the information rights of the dead.
