Website Accessibility Disproportionate Burden

I have identified that you have claimed disproportionate burden under the Public Sector Bodies (Websites and Mobile Applications) Accessibility Regulations 2018, within your published accessibility statement.

Please could you provide me a copy of all completed disproportionate burden assessments or other related documentation detailing how you reached your conclusions of disproportionate burden for each of the issues mentioned in your statement.

I would appreciate this information in a computer readable format as I use assistive technology so any format besides a scanned PDF is preferable please.

The relevant Council Service(s) has searched for the requested information
and our response is as follows.

The council takes website accessibility very seriously and has long
considered this in the design of websites and services.

 

With the announcement of the EU legislation a review of the council's
public facing websites was conducted.

 

No documents are held on file relating to this piece of work.

 

The main website is made up of a large number of content sources, many of
which were already compliant with the legislation. However some web
services and sources of content relate to very old systems or third-party
supplier systems which would be costly and time-consuming to replace all
at the same time.

 

There is a general renewal programme for the website to ensure that
content and systems are reviewed and this process will cover all aspects
of published web content over time.

 

Compliance with accessibility standards are something that form part of
our internal design process for in-house developed IT systems and part of
the procurement process for new third-party systems.

 

The majority of the council website meets very strict accessibility (WCAG
AA) standards and all non-compliant areas meet some but not all of these
standards

 

The outstanding areas specified in the council's accessibility statement
will be reviewed when contracts are renewed and/or old services are
reviewed and rewritten.
