1. Could you please provide a list of names and contact details for the Health Authority Officers that are responsible for managing the repair and maintenance of water-mains and sewers on/within all your Health Authority properties/premises.
2. Does the Health Authority have a contractor(s) in place to deliver your statutory duties with respect to the following activities:
a. Mitigating water loss from mains on/within all Health Authority properties/premises, including hospitals, offices, depots etc. (The Water Authorities undergo leakage detection exercises and have powers to insist leaks are repaired without delay);
b. Preventing pollution of groundwater from poorly maintained and leaking sewers on Health Authority land (recent laws place the burden for any pollution event upon the polluter – polluter pays);
c. Maintaining appropriate levels of water quality within private mains networks at Health Authority owned premises, such as hospitals, office premises etc. (legislation places various obligations on network owners for maintaining the quality of water on their premises and to get the appropriate approvals before upgrading/maintenance works are carried out).
3. Can you please provide the name and address of the contractor(s) currently undertaking the works activities listed in point 2 above?
4. Can you please confirm the nature of the contract that you have with these contractors and when the contract(s) is/are due to be renewed?

Under the Act, the Health Board is required to supply the information to

Information Requested Under The Freedom Of Information Act 2000

Following your recent request for the supply of information relating to
Water and Sewage Maintenance Arrangements, which was acknowledged on 1^st
February 2011, this letter is to inform you of the progress made with your
request.

The information you requested is detailed below;

§ Could you please provide a list of names and contact details for the
Health Authority Officers that are responsible for managing the repair and
maintenance of water-mains and sewers on/within all your Health Authority
properties/premises.

Operational Managers at each acute site are as follows:

Mrs Heather Williams - Carmarthen Locality (Glangwili Hospital,
Carmarthen, SA312AF).

Mr Stephen John - Pembrokeshire Locality (Withybush Hospital, Fishguard
Road, Haverfordwest, SA612PZ).

Mr Duncan Evans - Aberystwyth Locality (Bronglais Hospital, Caradog Road,
Aberystwyth, SY23 1ER).

Mr Brian Rosser - Llanelli Locality (Prince Philip Hospital, Llanelli,
SA14 8QF).

§ Does the Health Authority have a contractor(s) in place to deliver
your statutory duties with respect to the following activities:

§ Mitigating water loss from mains on/within all Health Authority
properties/premises, including hospitals, offices, depots etc. (The Water
Authorities undergo leakage detection exercises and have powers to insist
leaks are repaired without delay);

We undertake our own monitoring with our own in house maintenance staff,
by frequently analysing water meters, and undertaking "Silent Running", to
establish if we have leaks or problems with water supply.

§ Preventing pollution of groundwater from poorly maintained and leaking
sewers on Health Authority land (recent laws place the burden for any
pollution event upon the polluter - polluter pays);

We are currently liaising with our appointed external environmental
specialists "Natural Solutions", who have audited our sites in connection
with pollution prevention mechanisms, this relates specifically to fuel
storage, fuel oil delivery procedures and ground water pollution.

§ Maintaining appropriate levels of water quality within private mains
networks at Health Authority owned premises, such as hospitals, office
premises etc. (legislation places various obligations on network owners
for maintaining the quality of water on their premises and to get the
appropriate approvals before upgrading/maintenance works are carried out).

We undertake monthly water analysis tests, water impurity  tests, both
chemical and biological on the quality of our main incoming water.

§ Can you please provide the name and address of the contractor(s)
currently undertaking the works activities listed in point 2 above?

When the Health Board requires the need for external contractors to engage
in water pipeline work, foul and surface drainage, we appoint the
contractors who are currently on the LHB's Approved List of Contractors. 

If you are dissatisfied with the way your request has been handled by the
Health Board or you have other concerns, you have the right to appeal and
request a review of our decision, you should write to:
