Dear Southern Water Services Limited,

Recently, oil companies drilling in the area have directly compared the "substances" used in their operations to the water abstraction business. "Our method of drilling through the chalk utilises very similar techniques and substances to those used by water companies in drilling their nearby water abstraction wells. "

With regard to drilling water abstraction wells in your catchment could you please further explain in detail, how you will be drilling the wells through the chalk and refurbishing existing wells as stated in the quote from your website:

"In West Sussex, we operate a series of ‘wells’ through which we can abstract up to 27 million litres of water a day from the chalk aquifer for drinking water. The wells, near Pulborough, are not operating as efficiently as they could, so we propose to drill new wells and refurbish existing ones to maximise the benefits of the water stored underground."

Please can you send details of the process including:
1. To what depth do you plan to drill these wells?
2. Please specify type and quantity of drilling fluids used
3. What chemicals will you use to clean out the borehole and to "maximise" the flow of water?
4. Please list quantities and type of chemicals and acids used in the water abstraction process including volume . Please list volume percent Concentration of acid used ( for example is it HCl at 7% or 15%) Please list all chemicals used (corosion inhibitors, etc)
5. How do you put the treatment fluids into the ground and at what pressure?
Please list any biocides used in well maintenance and any other routine chemicals with volumes, concentrations and monitored annual usage.
6. Do you use a different drilling mud when drilling through chalk in Source Protection Zones
versus non protected zones?
8. Please can you send a list of all chemicals monitored/screened for ?

Water abstraction methods

 

I write further to my email sent on 24 October 2017.

 

We have dealt with your request under the Environmental Information
Regulations 2004. For ease of reference, I will provide the response to
your questions, with the answers below as follows:

 

As a rule, drilling methods and drilling fluids are largely dependent on
the rock or formation being drilled, the borehole diameter and the
proposed drilling depth. From a Southern Water perspective, the methods
and choice of materials can be important as we need to consider both the
general environmental regulations but also the separate drinking water
quality regulations. This may be with respect to the actual well being
drilled, and/or other nearby operational abstraction wells.  

 

To what depth do you plan to drill these wells?  

 

The proposed new water supply wells at Hardham will be less than c. 100m
deep, and the proposed trial Aquifer Storage Recovery (ASR) well within
the Sompting area is anticipated to be c. 400m deep.

 

Please specify type and quantity of drilling fluids used?

 

The details have yet to be finalised with contractors regarding the
upcoming Southern Water well drilling works, so the exact choice and
anticipated volume of drilling fluid is not yet known. However, these will
be public water supply wells drilled within aquifers used for this
purpose. Water flush is a general preference whenever feasible and for
drilling through chalk formations water flush by itself is often
sufficient, and usually utilises native groundwater (from an existing
nearby well in the same aquifer) or drinking water from nearby water mains
or water supply works.

 

Drilling shallow or deep wells through sandstone aquifers is more likely
to require a drilling mud.  If the drilling work does require additives to
the drilling fluid, to aid the removal of drilled material and/or support
a drilled hole wall, then we would expect these to comply with Regulatory
Environmental Guidance with respect to the aquifer, but to also minimise
any potential risks with regards to separate Drinking Water Quality
Standard’s (if an operational well is nearby). Some typical industry
drilling fluid additives are attached. Where they are necessary,  we would
typically prefer to see the use of additives that degrade and/or that
provide minimum short term impact with regards to subsequent water quality
analysis.  

 

3. What chemicals will you use to clean out the borehole and to "maximise"
the flow of water? 

 

The details have not been finalised with  our drilling contractors, but
the attached information includes some typical ‘well/bore cleaners’ used
to help disperse clays and polymers built up on the well/bore wall
(drilling mud cake). Though some biodegradable carbohydrate and/or
vegetable oil based additives (re: drilling fluids and or subsequent bore
cleaners) can still sometimes contribute to ‘false’ laboratory detects or
issues regarding Hydrocarbon compounds,  so a simpler approach based
around mineral based compounds and/or inorganic acid cleaners may
generally be preferred.  All substances used would typically be expected
to comply with regulatory guidance.

 

4. Please list quantities and type of chemicals and acids used in the
water abstraction process including volume. Please list volume percent
Concentration of acid used ( for example is it HCl at 7% or 15%) Please
list all chemicals used (corrosion inhibitors, etc). 

 

We do not have this exact detail yet. Acids and dispersants can be
circulated within the well on completion of drilling,  and the well is
then cleared to waste for a period. This is done  to help clear the mud
cake remaining on the well walls and/or clear the filter pack placed
immediately beyond the well screen. But this principally targets the well
itself as a structure. Further well/aquifer development would then be
expected to take place using traditional water well development methods
(swabbing, surging and just pumping the well) to help best develop the
immediate filter pack, near aquifer and remove fines.  

 

As a note, hydrochloric acid (HCl) can also be used as a part of the
development methods for chalk water supply wells, though in this case it
is to help enlarge the chalk fractures within the near aquifer to the well
to help improve yields. Typically 5 cubic meters of c. 35% HCl might be
expected to be used in these situations (i.e.  a chalk water supply well
development option). Though in this instance, we will be drilling through
the chalk and into the underlying lower greensand aquifer for the ASR test
well, we are not targeting the chalk as an aquifer itself.  And so
addition of acids (or other fluids)  to target and develop the wider
aquifer is not proposed (or necessary).

 

5. How do you put the treatment fluids into the ground and at what
pressure?

 

The chemicals are not put in under pressure into the ground. We use a
normal safe practice.

 

6. Do you use a different drilling mud when drilling through chalk in
Source Protection Zones versus non protected zones? 

 

The choice of drilling fluid or mud is dependent on the geology, the well
 diameter and depth.  By its nature water supply well drilling works often
end up being within our own or a nearby SPZ1, where there may be other
wells operational. For these reasons we have a safe control of operations
procedure (with regards to other abstraction wells). This may involve
temporary cessation of pumping at other wells and/or increased monitoring
at these sites. And the principle choice of the drilling fluid used (and
well/bore cleaning fluid if relevant) would be expected to be both
compliant with the environmental regulations,  but to also minimise risks
regarding separate drinking water quality regulations.  Strict standards
for the quality of the UK public supply are laid down in national
regulations, (Water Supply (Water Quality) Regulations 2016,
[2]http://www.legislation.gov.uk/uksi/2016/..., derived
from the EU Drinking Water Directive. These standards are based on advice
from the World Health Organization (WHO) and are regularly reviewed.
