Dear Aberdeen City Council,
Under Freedom of Information legislation I would be grateful if you will supply me with answers to the questions detailed below. The relevant department is Waste Services:

Question 1: During the 6-month period from 1 October 2017 to 31 March 2018, how many tonnes of RDF (Refuse derived Fuel) were exported from the Altens East Recycling, Resource and Recovery Facility to Sweden for incineration?

Question 2: During the 6-month period from 1 October 2017 to 31 March 2018, how many tonnes of recycled materials were sold (or otherwise diverted) to companies for re-processing from the Altens East Recycling, Resource and Recovery Facility? (Please break down answer to give separate tonnages for glass, plastic (PET), plastics (other), ferrous metal, non-ferrous metal, paper, card, other).

Question 3: During the 6-month period from 1 October 2017 to 31 March 2018, what was the total financial cost of sending RDF to Sweden (excluding processing costs)? Please detail a) gate fees and b) transport costs.

Question 4: During the 6-month period from 1 October 2017 to 31 March 2018, what income was received from selling recycled material sorted at the Altens East Recycling, Resource and Recovery Facility? (Please break down answer to give separate figures for glass, plastic (PET), plastics (other), ferrous metal, non-ferrous metal, paper, card, other).

Thank you for your information request of 18 July 2018. Aberdeen City
Council (ACC) has completed the necessary search for the information
requested.

 

Under Freedom of Information legislation I would be grateful if you will
supply me with answers to the questions detailed below. The relevant
department is Waste Services:

 

Question 1: During the 6-month period from 1 October 2017 to 31 March
2018, how many tonnes of RDF (Refuse derived Fuel) were exported from the
Altens East Recycling, Resource and Recovery Facility to Sweden for
incineration?

22,769.62 tonnes of RDF was sent to Norway & Sweden between 1 October 2017
and 31 March 2018.

 

Question 2: During the 6-month period from 1 October 2017 to 31 March
2018, how many tonnes of recycled materials were sold (or otherwise
diverted) to companies for re-processing from the Altens East Recycling,
Resource and Recovery Facility? (Please break down answer to give separate
tonnages for glass, plastic (PET), plastics (other), ferrous metal,
non-ferrous metal, paper, card, other).

Question 3: During the 6-month period from 1 October 2017 to 31 March
2018, what was the total financial cost of sending RDF to Sweden
(excluding processing costs)? Please detail a) gate fees and b) transport

Question 4: During the 6-month period from 1 October 2017 to 31 March
2018, what income was received from selling recycled material sorted at
the Altens East Recycling, Resource and Recovery Facility? (Please break

Unfortunately, it is not possible to answer these questions. Information
relating to Aberdeen City Council’s Waste Management Contract has a
confidentiality clause attached to it and as such we cannot reveal the
charges/prices being paid by Aberdeen City Council for the waste
management contract. If we break this clause Aberdeen City Council would
be contravening the obligation it took under this confidentiality clause.

 

We can advise you that the contract with Suez for the provision of Waste
Management Services is valued at £300,000,000.00 and runs until 2025.

 

ACC is unable to provide you with information on total financial cost of
sending RDF to Sweden and what income was received from selling recycled
material as it is excepted from disclosure. In order to comply with its
obligations under the terms of Regulation 13 of the EIRs, ACC hereby gives
notice that we are refusing your request under the terms of Regulation
10(5)(e) – Confidentiality of commercial or industrial information - of
the EIRs.

 

In making this decision ACC considered the following points:

 

ACC considers that commercial interests exist in relation to this
information because it would allow identification of the pricing schedule
of the Contractor. Disclosure of this information into the public domain
under the EIRs would prejudice the commercial interests of both the
Contractor and ACC.

 

By breaching the confidentiality clause in the Waste Management Contract,
Aberdeen City Council would suffer severe reputational damage and a loss
of confidence in the current Waste Contractor and any future contractors.

 

Disclosure of this information will also weaken the Contractor’s business
position in a competitive environment by revealing sensitive information
which competitors may find useful. It is important that ACC maintains good
working relationships with reputable companies to enable it to obtain
value for money and so releasing commercially sensitive information could
potentially damage ACC’s reputation with such third parties, dissuading
the third parties from engaging with ACC.

 

ACC recognises that there is a public interest in being open and
transparent about its spending of public money and that disclosure of this
information may be in the public interest.

 

However, ACC is of the view that in this case, the public interest lies in
withholding the information as disclosure would prejudice ACC’s commercial
relationships and future contractual negotiations with suppliers. There is
a strong public interest in allowing normal market forces to operate in a
competitive environment and engage in a fair and transparent process. On
this basis, ACC is of the view that in all the circumstances of the case,
the public interest is best met by applying Regulation 10(5)(e).
