I refer to your request for information received on the 22nd October 2020, relating to the Vice Principal Further education- request number FOI 099.

I write to confirm that the post was not advertised. Activities were divided between members of the senior management team currently in post, with other members of staff providing backfill where necessary.

Please be advised that I have conducted a review of your request.

Details of your review request:

Please note that the University of the Highlands and Islands operates as a collegiate federal partnership comprising of thirteen independent further and higher education colleges, specialist colleges and research institutions.

Details/basis of request for review:

You did not receive all the information that you had requested on 22nd October. Specifically;

1. You were not advised whether the appointment was made on a fixed term basis or otherwise.

2. You were not advised of the total remuneration associated with the Vice Principal Further Education role.

3. You were not advised as regards which committee approved this appointment or the appointment process.

Review determination and new response:

Having considered your original request for information and our response I found that that our original response was incomplete. Accordingly, please be advised of the following additional information which I believe now fully answers all of your queries:

The Vice Principal Further Education role was not recruited following the resignation of the previous post holder earlier this year. The duties associated with the role were re-allocated to existing staff thereby achieving a net saving. The current Vice Principal Further Education has another senior role within the University, they now have a dual role with the Vice Principal Further Education position amounting to 0.5 FTE of their role.

The current arrangements were determined by the Principal and Vice Chancellor and the University’s Chief Operating Officer and University Secretary in accordance with their delegated authority and this decision was reported to the University Court on 17th June 2020. The current situation was not subject to committee approval, nor was this required.

Current arrangements relating to the appointment of the Vice Principal Further Education are for a fixed term until 16th September 2021 and this situation will be reviewed in 2021.

A summary of the total remuneration for the position of Vice Principal Further Education is provided with this response.
