Have received (after the legal 20 days) a large wad of redacted emails.
Much of it seems irrelevant (ie for local authorities outside Dudley MBC). Crucially at first glance, there seems to be no costings of the event, nor any indication of why they were not sent. Does this mean that Dudley MBC kept no records of how much they spent on this event, nor of how much (if any) was reimbursed by CSM/Velo. Nor crucially are there any health and safety reports or assessments; (though these are listed on one sheet, the actual appendices allegedly containing such reports do not appear to be present). Given that there were some concerns over poor placement of safety barriers on the day this concerns me. It will take me some time to read through the numerous e-mails before I am able to respond. Nevertheless there do seem a few interesting nuggets....

Dear Information Governance,

Thank you for your response to my request.

Unfortunately having looked through the documents, there are a number of items missing. From my original request:

"All documents concerning costs to Dudley MBC hosting this event
including staffing, road repairs and closures.
* Details of all payments made by the organisers to Dudley Council.
* Copies of all health and safety and risk assessments made by Dudley
Council and the organisers in relation to Carters Lane, Spies Lane and
Howley Grange Road.
* Details of all consultations made with residents in Carters Lane,
Spies Lane and Howley Grange Road concerning this event."

There are no details of the costs to Dudley Council of hosting this event, nor of any payments (or should I rephrase as reimbursements) made to the council by the organisers. If its a case that the council did not keep any accurate records of the costs of Velo 2019 can you please confirm?

There are no copies of health and safety or risk assessments of Carters Lane, Spies lane or Howley Grange Road. These are listed as Appendices in "The Event Management Plan Document". Unfortunately though I have received the cover sheet several times in the bundle you sent, none of the appendices are present. I don't want to see all the appendices, merely those relating to health and safety and risk assessment along the route. Or can you confirm that Dudley Council holds no risk assessment or health and safety assessments for the route?

There is no record of any consultations with residents along the route. Can you supply these or confirm that the council has no record of any consultation taking place?

Thank you

Yours sincerely,

Paul Wakeman

Received a further response long overdue. Some of the info is useful, but much is just vague. It's clear though that neither CSM or the council ever consulted residents along the route (unless you count a leaflet as consultation). Neither are they willing to disclose the exact costs to taxpayers as much of the cost, at least in Dudley Borough was borne by the public not CSM. Finally it appears that no specific risk assessments were done along the route other than in the few places highlighted in the information. For every other street it was a case of simply sticking cones across every junction, without regard to the safety of residents.
