1. A list of your organizations' 30 top Transport Service Providers , preferably in spend order or with the expenditure accompanying the list
2. A list of the top in each of these sectors - Fleet, Cars, Insurance.
3. The name of the person at your organization who deals with your procurement .

Naturally if your organization doesn't use this volume of contractors then I don't expect any more than you actually use

I do not wish to be charged for this information and I look forward to hearing back from you within the 20 working day deadline as set out in the FOI act which would be no later than Aug 1st 2013.

I have been asked by the department responsible for providing information in response to this request, to ask for clarification regarding what you require.

We have an internal fleet, are you interested where we source that from? we have external hires, we have companies providing us with spares, we have car leases for employees, we hire taxis for transporting people who require transport to school etc etc?

Dear Wigan Metropolitan Borough Council,

To be honest I am annoyed yet not entirely suprised that you waited unitil 2 days before you were due to provide the information to me that I recieved a request asking about clarification.

In response;

Where you procured your internal fleet from; Such as; Refuse trucks, Groundcare vehicles, all the council's building services vehicles etc.

Your service and parts contracts and purchases.

A list of your contractors within your transport department including Bulk Fuels, Tyres Suppliers etc

External Hires

Any other transport contracts such as the Taxis, Staff leasing Vehicles, will this now take another 21 days or do I need to speak to the information commissioner?

I actually had to contact Sharon Crippin yesterday regarding this as I have already had a delayed response, why are your council so reluctant to release this information? I have had no problems with any other local authorities about this, and just to clarify I will be contacting the Information Commission Offficer regarding this as it is wholly unnaceptable!

Hi Luke

I have received the file re. taxi's, I am just awaiting the information from HR in relation to vehicle leasing and also the information from our transport department. I have today sent a further email requesting an urgent response and will forward to you as soon as this is received.

I am writing to respond to your freedom of information recently received. 
This request has been handled under the Freedom of Information Act 2000.

The response to your request is detailed below.

We have a contract with taxi operators for - Provision of Special
Educational Needs (SEN) and Social Transport.
It is a Framework Contract with 70+ contractors on - details of
contractors attached.
In terms of our current car lease scheme, all the cars are directly
sourced by NHS Fleet Solutions so we don't have a range of providers that
we deal with. In terms of our old lease car scheme however, the council
still has relationships with the following companies with regards to the
cars still under lease:
Lex Autolease
Automotive Leasing
ING/Alphabet

If you are unhappy with any aspect of this response, an independent senior
officer will review this decision. Please let me know if you would like to
arrange this.
You can also complain to the Information Commissioner, who is the
regulator for Freedom of Information. His website is

His staff may ask you to exhaust our internal complaints procedure if you
choose to complain to his office now.
