Dear Cambridgeshire County Council,

Earlier this year, you kindly sent me a list of recently-made traffic regulation orders (your reference 5063). This list included the following:

7. THE CITY OF CAMBRIDGE (CIVIL ENFORCEMENT AREA) (WAITING RESTRICTIONS AND STREET PARKING PLACES) ORDER 2013 (AMENDMENT NO. 5) ORDER 2014.

13. THE CITY OF CAMBRIDGE (CIVIL ENFORCEMENT AREA) (WAITING RESTRICTIONS AND STREET PARKING PLACES) ORDER 2013 (AMENDMENT NO. 9) ORDER 2014.

14. (VARIOUS STREETS, CAMBRIDGE) (BUS LANES) ORDER 2014.

Yesterday, I visited Shire Hall to inspect the orders, but the three listed above seemed not to be available. Could you please send me copies of those orders? This request does not extend to any maps that might accompany or be part of the two parking orders.

Dear ETE Policy and Business Support,

Thank you for sending me some traffic regulation orders recently (your ref 5546). I'm confused by the parking orders, since you only seem to have sent maps, and my experience is that Cambridge parking orders also include a single page of text bringing the maps into force, and I would have expected that to be covered by my request. Indeed, I intended to exclude the maps themselves from the scope of my request. Could you send me the textual parts of those orders, assuming they exist?

For clarity, the orders in question are:

The Council has clearly failed to respond to the FOI request within 20 days. A complaint to the ICO would seem appropriate for a Council who respond on the 19th working day but without the full information requested.

Can I suggest that you also ask for the minutes of the Council meeting at which the amending orders were considered and passed?

There should be a cover sheet showing which council committee and on what date the order was considered and passed by the committee and also the date that the order comes in to effect.

The Traffic Regulation Orders for 7. (THE CITY OF CAMBRIDGE (CIVIL ENFORCEMENT AREA) (WAITING RESTRICTIONS AND STREET PARKING PLACES) ORDER 2013 (AMENDMENT NO. 5) ORDER 2014) and 13 (THE CITY OF CAMBRIDGE (CIVIL ENFORCEMENT AREA) (WAITING RESTRICTIONS AND STREET PARKING PLACES) ORDER 2013 (AMENDMENT NO. 9) ORDER 2014), are made up of maps; the only text that these Orders include is that which makes up the keys on the maps, identifying what the individual colours and hatching on the maps represent.

Attached for your information, are the sealed counterparts for these two orders; the sealed counterparts verify legally that the County Council has made an amendment to these orders.

It would appear that we had some confusion over terminology. What you call the sealed counterparts, I would describe as parts of the orders, since they're phrased as though that's what they are. I shall remember the phrase "sealed counterpart" for future requests.
