Dear Sirs
Thank you for your enquiry to Highways England on 1 January 2021 regarding
information for speed signage displayed on the M25 junctions 27 – 26 on 2
November 2020 at 10:27hrs.
Reduced speed limits are set for a reason, for the safety of the
travelling public, our workforce and emergency responders and will not be
cleared until it has been established that it is safe to do so. Drivers
should always adhere to the displayed reduced speed limits at all times,
even if they cannot see the reason for them, otherwise risk prosecution.
Our records are kept for operational purposes and should be considered for
information only; they contain recommended speed limits for the motorway,
they do not represent the times at which the signs changed or that the
recommended speed limit was adopted by the motorway signals.
I have outlined below an abstract from Highways England’s signage software
outlining the speed displayed for your requested journey time. Signage was
displaying 50mph finally clearing at 11:53hrs

Enforcement of speed restrictions is the responsibility of the police. The
speed enforcement system on our smart motorways generates a photo showing
the speed limit displayed on the enforcement gantry at the exact time of
the alleged offence which should be obtainable from the police.
