Value of Care Packages

Dear Aberdeen City Council,

My apologies for sending you this rather complex FOIA request. I do
appreciate the time you give to helping to provide this
information. Please could you provide me with the following data:

1) For adult social care, for the last five years, the value of all
packages of care worth over £750 per week (ie. a list of the
values).

2) If it is possible to do so within the resource limit, please
break these down to show which are for people aged between 18-65
and which are for over 65s.

If it is possible to do so within the resource limit, please break
these down to show which packages of care were newly commissioned
that year.

If it is possible to do so within the resource limit, please
indicate whether the value of these packages of care includes any
contribution from the Independent Living Fund (ILF) and how much
this contribution is worth.

If you only know the LA contribution for part 1 of this request,
and it is possible that there is an additional ILF contribution
which the LA does not record, please could you state this in your
response.

If it is possible to do so within the resource limit, please
indicate whether the value of these packages of care includes a
contribution from continuing care in addition to local authority
funding (ie. how much for each package of care is CC funding and
how much is LA funded).If you only know the LA contribution for
part 1 of this request, and it is possible that there is an
additional continuing care contribution which the LA does not
record, please could you state this in your response.

So, for example, your response might say that you have 3 packages
of care worth over £750 per week (say, a=£950, b=£1100 and
c=£1300).Some of those might include a contribution from the ILF
(perhaps a is funded £500 by the local authority and £450 by the
ILF).Some of those might also include a contribution from
continuing care (perhaps c is funded £600 by the local authority,
£500 by continuing care and £200 from ILF).

If you are unable to answer all these questions because of resource
limitations, please answer them in the order given in the request

Thank you for your information request of 31 October 2012, made under the Freedom of Information (Scotland) Act 2002 (FOISA). Aberdeen City Council (ACC) has completed the necessary search for the information requested.

My apologies for sending you this rather complex FOIA request. I do appreciate the time you give to helping to provide this information. Please could you provide me with the following data:

1) For adult social care, for the last five years, the value of all packages of care worth over £750 per week (ie. a list of the values).
Services are provided in response to client's assessed needs and can therefore change on a daily basis. A client's package of care often consists of multiple elements e.g. day care, care at home, housing support etc. Each element of care is recorded separately and can start and stop independently of each other and are costed independently of each other.

ACC is unable to provide you with this information as the cost of providing it has been calculated as being in excess of the statutory maximum (£600). To provide this information accurately would require a member of staff on £15 per hour analysing a report for each day for the last five years for each client. For 2008 alone, this has been calculated as 264 clients x 365 days = 96,360 possible entries x approximately 10 minutes per entry checking time = 16,060 hours x £15 per hour = a cost of £240,900. For 2009, it would cost approximately £242,725; 2010, it would cost approximately £313,900; 2011, it would cost approximately £309,337; and for 2012, it would cost approximately £336,712. In total, it would cost approximately £1,443,574.

As such, what we have provided is a snapshot as at 31 March in each of the last five years, starting from 31 March 2008 and ending on 31 March 2012. Please refer to the attached spreadsheet, FOI-12-1200 - Banded Values.

Many high cost packages are negotiated at an individual client level and as such, providing actual lists of values may risk the identification of individual clients. Therefore, we have banded the values of packages into groups of £500 starting at £750 and rising to packages £2501+ per week and provided the number of clients in each age band.

2) If it is possible to do so within the resource limit, please break these down to show which are for people aged between 18-65 and which are for over 65s.
