Dear Mr Smith,

 

Thank you for your information request of 1 December 2017.  Aberdeen City
Council (ACC) has completed the necessary search for the information
requested.

 

Please provide a dataset of vacant and derelict land surveys in GeoJson
format.

We do not have any Vacant and Derelict Land Survey (VDLS) dataset in
GeoJson format. Our existing mapping system cannot read GeoJson formatted
files. The VDLS is available publicly on the Council website – it contains
a mapped list of site locations.

ACC is unable to provide you with information on a dataset of vacant and
derelict land surveys in GeoJson format as it is not held by ACC.  In

Your response to our request for the data behind the vacant and derelict land survey stated:

We do not have any Vacant and Derelict Land Survey (VDLS) dataset in
GeoJson format. Our existing mapping system cannot read GeoJson formatted
files.

Our understanding is that the data is contained in the council's GIS system - ESRI Arc GIS.

This system does support GeoJson as an export format, and data has been so exported in the past for other purposes.

You pointed us to a PDF. While this is interesting, it is not the data which we seek, it is not in neutral format (such as GeoJson), nor is that licensed under OGL terms for re-use.

This is a request for a review of this decision not to make the data sought available in the terms which we request.

Dear Mr Smith,

 

I refer to your email of 19 January 2018 requesting that Aberdeen City
Council (ACC) review its handling of your request.

 

Please see below the outcome of your review.

 

Under the FOISA legislation, a local authority is only required to provide
information in a format specified by an applicant if it is deemed to be
reasonable to do so and where they do not already hold the information in
that format.

 

In relation to this request, ACC did not hold the information in the
format you specified. In investigating whether it was deemed reasonable
for us to convert the information for you, we considered the following:

 

ACC holds the requested information in corporate GIS system as a .shp
(shape) format. Please see attached. We are unable to convert the
information for you as we are unable to download open source applications
(due to their potentially unsecure nature). On this basis, it is not
deemed reasonable for us to convert the information into the format you
specified.

 

As such, ACC uphold our initial response.

 

We would like to advise that there are online tools available to convert
