Use of sodium chloride 5% (10ml units) for the treatment of Corneal oedema.

Roedd y cais yn llwyddiannus.

Dear Airedale NHS Foundation Trust,

I am writing to make an open government request for the following information to which I believe I am entitled under the Freedom of Information Act 2000.

• What is your usage of sodium chloride 5% (10ml) units in the last 12 months?
• How many units of ODM5 have you used in the last 12 months?
• Who have been your suppliers of sodium chloride 5% (10ml) units during the past 12 months?
• What price does your trust pay for Sodium Chloride 5% (10ml units)?

If the release of any of this information is prohibited on the grounds of breach of confidence, I ask that you supply me with copies of the confidentiality agreement and remind you that information should not be treated as confidential if such an agreement has not been signed.
I understand that you are required to respond to my request within the 20 working days after you receive this letter. I would be grateful if you could confirm in writing that you have received this request.

I look forward to hearing from you.

Yours faithfully

Carol Innes

Dear Ms Innes

Thank you for your request for information from Airedale NHS Foundation
Trust which was received on 15^th January 2020 .  Your request has been
given the Reference Number ANHSFT REF 4673.

We will now proceed to process the request.  The deadline date for issuing
you with a full response is   12^th February 2020.   We will try to
respond to you before this date and we will contact you if we envisage
delays or if we need more information from you.

Please note that under the Freedom of Information Act, some information
can be subject to exemptions, which means that the Trust does not have to
provide the information requested.  Some exemptions are “absolute” such as
personal information and some only apply where the “public interest” in
maintaining the exemption, outweighs that of providing the information.

In some cases, where identifying, retrieving and processing the requested
information requires more time than the “appropriate cost limit” of two
and half days work, we may refuse the request or we can charge a fee.  If
the latter is the case, I will let you know and a Fees Notice will be
issued to you.  In that case you would need to pay the fee before we
proceeded with your request,  but we will offer assistance and advise you
if, by modifying your request, we could provide you with some non-exempt
or free of charge information.

Please contact me, quoting the Reference Number above, with any questions
you might have about your request.

With kind regards

Deborah Cocker

Dear Ms Innes

Further to your application to access information under the Freedom of
Information Act (ANHSFT REF. 4673) please find our response below.

What is your usage of sodium chloride 5% (10ml) units in the last 12
months? 41 packs

•             How many units of ODM5 have you used in the last 12 months?
NONE

•             Who have been your suppliers of sodium chloride 5% (10ml)
units during the past 12 months? Wholesaler AAH

•             What price does your trust pay for Sodium Chloride 5% (10ml
units)? We have exempted this information under S43(2) of the FOI Act.
The provision of pharmaceutical goods to the Trust is competitive.  It
would not be in the financial interest of the Trust to disclose the
amounts negotiated.   In reaching this decision we have carried out a
Public Interest Test.  In favour of disclosure we found that it is in the
public interest for the Trust to be open and transparent about how public
money is spent.  In this way the public can be assured that the Trust is
behaving prudently and appropriately and is obtaining best value.  Against
disclosure, the business of providing goods and services to the Trust
extremely competitive and the Trust must operate within that competitive
commercial market.  We believe that it is not in the Trust’s best interest
to publish what a payment might be for a particular service as this could
greatly weaken our future bargaining position.  This could mean that in
future the Trust would have to pay more.  Our Public Interest Test
therefore found against disclosure of the requested information.

We trust you find our response helpful.  If you feel we are not complying
with our publication scheme, you feel your request has not been properly
handled, or you are dissatisfied, you can write within 40 working days to
Brendan Brown, Chief Executive at the address below to request a review.
You also have the right to complain to the Information Commissioner under
section 50 of the Freedom of Information Act 2000 if you are dissatisfied
with the outcome of that review.

Unless identified as another party's copyright, you may use and re-use the
information we have provided (not including logos or photographs), free of
charge in any format or medium, under the terms of the Open Government
Licence which can be viewed via the link below.
