Dear Cheshire West and Chester Council,

We are investigating the use of concessionary travel into and across Tarporley Ward (this covers the Parishes of Tarporley, Eaton and Rushton, Little Budworth and Utkinton and Cotebrook). We would like to understand the cost of and numbers of concessionary travel across each of these Parishes and to include how many school children use school buses to reach their schools in Tarporley, Utkinton and Eaton.

If the results can be split by Parish, age profile and destination this would be a real help. We do not wish to know concessionary pass use from Tarporley to Chester/Crewe or Northwich to Chester.

Yours faithfully,

Francis Tunney

Dear Francis Tunney,

Information Act 2000. We confirm that Cheshire West and Chester Council

For the purpose of clarity your request has been reproduced below:

Response

Please find attached passenger numbers for the Tarporley shuttle which
runs from Utkinton/Tarporley/Tiverton to Chester/ Countess of Chester
Hospital and Cheshire Oaks on a Tuesday and Thursday. This service is
operated by the Council’s own Fleet service.

We have been informed by our Fleet service that no one is boarding in
Utkinton and the majority of passengers are boarding in Tiverton. The
total cost of the contract in 2018-19 was £19,000 but as the service for
Tarporley Ward is only running 2 out of 5 days the cost will be
apportioned at roughly 40% of this spend. All passengers are
concessionary.

We have not been able to obtain passenger numbers for the following
services operated by Cheshire Community Development Trust (CCDT):

Wednesday service from Cotebrook/Oakmere/Little
Budworth/Tarporley/Utkinton to Northwich and a service fromTarporley/
Utkinton/Little Budworth to Winsford.

Friday service from Whiitegate/Tarporley/Utkinton to Northwich.

CCDT have informed our service that there are two regular users from
Utkinton to Northwich on a Wednesday.

CCDT have said they are happy have a discussion about their services.
Their contact details are CCDT, Keith Howell, Community Transport Manager
on 01606 784100

Regarding school travel;

Concessionary passes to school are only issued for children with
disabilities, we can confirm that there are zero pupils listed as having
disabilities using this transport for the areas you have specified,
however we would not issue bus passes for eligible pupils using Local Bus
and Private Hire contract services, spare seats are also offered to
ineligible pupils for a termly cost.

We currently utilise a Local Bus service from Tarvin to Tarporley High
School (Arriva 84 service) and this is used by 5 pupils each day, we do
not have any pupils attending schools in the Utkinton and Eaton areas.

The Council only provide transport to pupils who apply for and are
eligible for transport through the home to school transport policy, as
they are attending their nearest available school and it is over statutory
distance, so this is separate to concessionary travel which is provided to
all elderly or disabled people.

The 5 pupils we have mentioned have been issued a school bus pass to use
on the Commercial Arriva Service, we reimburse Arriva for allowing our
pupils to travel on their service, the daily cost for these pupils is
either £3.50 or £5.50 depending on their age (the fare increases to £5.50
when a person turns 16). But to be clear these are not concessionary
passes.
