Use of capital letters in birth certificate

Response to this request is long overdue. By law, under all circumstances, General Register Office should have responded by now (details). You can complain by requesting an internal review.

Dear General Register Office,

My son has one forename and two last names. However, in the birth certificate only the second last name is written in capital letters, not the first lastname. Is it mandatory for all last names to be written in capital letters, or is it also possible to write only one in capital letters and the other not?
