Please find our response to your request below:

 

Request and Response:

 

1.    With the annual firefighter salary at £29.934, What additional
payment(s) are given to USAR personnel (ie USAR Technician and USAR
Advisor) in your brigade for undertaking training and delivery of the USAR
capability?

 

Our Wholetime personnel receive an additional 5% salary.

There are no additional payments for Tactical Advisors.

 

2.    What on call/recall payments are made to USAR personnel (if
additional to above)

 

There are no other USAR specific on call/recall payments made to our
Wholetime USAR technicians.

 

Our ‘On Call’ (Retained Duty System) USAR members receive an annual
retainer of either 10% or 7.5% dependant on whether they provide more or
less than 120hrs per week cover.  They receive payment for training and
for any incidents they attend at the national agreed rate for their role.

 

3.    Do USAR technicians undertake USAR/Technical Rescue only or do they
also have full firefighting and CFS responsibilities?

 

Our Wholetime USAR Technicians also undertake duties aligned to the
Firefighter/Crew Manager role map as appropriate.

 

4.    How many USAR personnel do you have?

 

We have an establishment of 10 Wholetime and 20 ‘On Call’ (Retained Duty
System) USAR personnel.

 

5.    Please provide a breakdown of your annual USAR budget and
expenditure.

 

We receive grant funding from Government to provide National Resilience
capabilities in Lincolnshire, including our USAR capability. The grant
covers all USAR related costs, the following is a breakdown of the main
areas of expenditure:

 

£650k Salary and associated staff costs

£24k Canine costs

£8k Training and exercising costs

£6k Administrative costs

 

6.    Please explain the expected training requirements of USAR personnel.

 

To become a USAR Technician personnel should undertake the National
Resilience USAR Phase 1 and Phase 2 Course for initial skills
acquisition.  This is then supported by the nationally agreed maintenance
programme as outlined by National Resilience and delivered in house by
watch personnel as part of our annual training programme.

Lincolnshire County Council believes that the response outlined above

provided.
