Dear London Fire Commissioner (London Fire Brigade),
I was hoping you would be able to provide some information about the current helmets used by the Urban Search and Rescue Teams across London, Specifically:

-The policy followed regarding USAR helmet colours and markings
-What the different colours of helmets are (red, white, yellow etc)
-What each helmet colour represents

The reasons for this request is because it was my understanding the brigade used red helmets for firefighters and white for officers however upon closer inspection there appears to be a number of helmet colours and designs not listed on your current policies/documentation including Black, blue and Red with a white comb. Could you also if not answered in the previous question provide some information as to what these helmets represent.

Lastly, could you confirm if there is any stickers or temporary markings that would be affixed to a USAR helmet for any reason and what for?

Thank you for your email dated the 14 June 2021 . I apologise for the
delay in providing the information you were seeking. The Brigade is
currently dealing with some complex information requests and we are
struggling to deal with all requests as quickly as we would like,
particularly as staff are still working from home.

 

You asked for the following information:

 

The policy followed regarding USAR helmet colours and markings -What the
different colours of helmets are (red, white, yellow etc) -What each
helmet colour represents

 

Lastly, could you confirm if there is any stickers or temporary markings
that would be affixed to a USAR helmet for any reason and what for?

 

The USAR ( Urban Search and Rescue) is defined as:

• The capability to conduct initial search, identification and location of
entrapped casualties.

• The rescue of entrapped casualties from unstable or collapsed
environments.

• Provide and maintain safe systems of work for USAR technical operations.

• Maintain safe access and egress into and from dangerous structures for
emergency responders.

The London Fire Brigade (LFB) now has a full USAR capability, as part of
the New Dimension programme for providing Fire and Rescue services (FRS)
with a national capability to respond and effectively manage large-scale
structural collapses and heavy transportation type incidents safely. This
national capability is designed to augment existing local and specialised
planning arrangements within Brigades or regions. As part of this national
capability, the LFB will provide USAR trained personnel to respond to
incidents outside of the Brigade area accordingly.

The IC (Incident Commander) must recognise that USAR trained personnel’s
equipment, PPE and operations are likely to be different to those normally
encountered and employed at fire related incidents. USAR trained personnel
will be issued with specific items of PPE which includes boots, leggings,
jacket, gloves, eye protection and helmet with ancillary equipment that
can be worn at a USAR incident. USAR trained personnel can be identified
as follows:

• USAR technician; red helmet.

• USAR team leader: red helmet with white comb.

• USAR advisor: white helmet.
