I am writing in response to your request for information under the terms
of the Freedom of Information Act 2000, Ref No FOI/09/093

The UPRN (Unique Property Reference Number) is part of the Local Land and
Property Gazetteer (LLPG) record. This is a record that is held within
the LLPG for every property within Chorley Borough.

The LLPG is updated daily, either by amending or adding further data to
existing records (for instance a change of property or business name), or
by the addition of new properties (created via new build properties by the
Street Naming and Numbering team, in discussion with the developer) or
land records ( For example, in the case of a planning application being
received for an area of land where there is no LLPG record, a new record
is created with a description of the position of the land as an address in
relation to real world objects such as roads, houses etc.).

It has been distributed within Chorley's mapping system since 2000. It is
updated in real time, so as a record is added to or amended within the
LLPG, the mapping system is automatically updated with that information.
