Up to date list of all day nurseries & first schools

We're waiting for Jayne Bedford to read a recent response and update the status.

Dear Department for Education,

Please can you provide the following up to date information for all Day
Nurseries and First schools including all Pupil Referral Units
within the UK.

I would like a list of all the names of Seniors Contacts/Heads,
email address of contact, address, telephone number, plus the
school's URN number.

Please can the information be provided in a spreadsheet.

I have dealt with your request under the Freedom of Information Act 2000.

The department`s list of early years providers in England is populated by two sources:

1. Edubase for local authority nursery schools, and
2. The Early Years Census (EYC) for information on private, voluntary and independent nurseries (PVI).

Edubase and nursery schools

A csv file containing data from EduBase as at 12 January 2016 is enclosed.
The school address, telephone number, head teacher name and email address have been made available where possible.

Private voluntary and independent providers

With regards to information the department holds on PVI nurseries: the department does not hold a list of all PVI nurseries registered in England, only those which receive funding in relation to the funded early education entitlement.

A csv file containing a list of private and voluntary providers (excluding childminders) as at January 2015 is attached

The location data provided includes the local authority and the establishment’s postcode. The department does not collect the establishment’s full postal address.

The list also excludes details of the person in-charge, email of person in-charge and email of the institution. The contact information in the EYC is provided to the department specifically for the purposes of facilitating the data collection. The contact details provided are not necessarily those of the senior contact or manager, and are often that of admin staff, teaching staff, accountants or IT suppliers. Some email addresses and telephone numbers appear to be the member of staff’s personal contact information (e.g. [email address]). The department believes that these are the personal data of the individuals concerned, and that the relevant names, telephone and email addresses should be withheld under section 40(2) of the FOIA. Section 40(2) provides for personal data to be exempt from disclosure where its disclosure would infringe the rights of individuals and contravene any of the data protection principles under the Data Protection Act 1998. This is an absolute exemption in these circumstances which means that it does not require a test to balance the public interest in releasing the information against that in withholding it.

The department acknowledges there is a genuine need for this information but must balance this with its duty to protect personal information. The department has taken steps to update the EYC guidance to explain that contact details provided in the 2016 EYC could be made available if requested under the FOIA and therefore appropriate contact details should be provided with this in mind.
