Unstaffed stations

Sir/Madam,

Can you please provide the following information;

The total number of London Underground stations which remained open whilst not staffed by licensed London Underground station staff for periods in excess of 30 minutes during the period January 1st 2015 through to July 31st 2015.

To clarify, I would like a breakdown of the combined total of hours that stations on the London Underground were left unstaffed during traffic hours for periods of 30 minutes or more. If a station was left open and unstaffed for more than one period of 30 mins in a traffic day please include that in the figures.

I would also like to know the total number of stations which remained open during traffic hours during the same period for periods in excess of 30 minutes whilst unstaffed by licensed London Underground staff during traffic hours.

Thank you for your email received by us on 3 August 2015 asking for
information about the number of London Underground stations that were
unstaffed for more than 30 minutes during January to July of this year.

 

Your request has been considered in accordance with the requirements of
the Freedom of Information (FOI) Act and our information access policy.
You asked for:

 

The total number of London Underground stations which remained open whilst
not staffed by licensed London Underground station staff for periods in
excess of 30 minutes during the period January 1st 2015 through to July
31st 2015.

 

To clarify, I would like a breakdown of the combined total of hours that

I would also like to know the total number of stations which remained open
during traffic hours during the same period for periods in excess of 30
minutes whilst unstaffed by licensed London Underground staff during
traffic hours.

 

Unfortunately, to provide the information you have requested would exceed
the ‘appropriate limit’ of £450 set by the Freedom of Information
(Appropriate Limit and Fees) Regulations 2004.

 

Under section 12 of the FOI Act, we are not obliged to comply with a
request if we estimate that the cost of determining whether we hold the
information, locating and retrieving it and extracting it from other
information would exceed the appropriate limit. This is calculated at £25
per hour for every hour spent on the activities described and so is
reached if more than 18 hours of work on these activities is required. In
this instance, we estimate that substantially more than 18 hours work
would be necessary. There is no single source of the information you have
requested and it is not collated centrally. To establish whether relevant
information is held, it would be necessary to read through seven months of
individual Line Daily Service Reviews and Network Status Screens, prior to
retrieving and extracting any relevant data, as well supplementing this by
contacting all of our Station Performance Managers to determine whether
data on individual stations is held locally for the period you have
requested.

 

To help bring the cost of responding to your request within the £450
limit, you may wish to consider narrowing its scope (eg by reducing the
timeframe considerably or selecting only certain stations or lines) so
that we can more easily locate, retrieve and extract the information you
are seeking. If you want to refine your request or make a Freedom of
Information Act request in future, please bear in mind that the Freedom of
Information Act allows you to request recorded information held by us. You
should identify the information that you want as clearly and concisely as
you can, specifying the types of document that you are looking for. You
might also consider limiting your request to a particular period of time,
geographical area or specific departments of the organisation.

 

Although your request can take the form of a question, rather than a
request for specific documents, we do not have to answer your question if
it would require the creation of new information or the provision of a
judgement, explanation, advice or opinion that was not already recorded at
the time of your request.

 

Please note that we will not be taking further action until we receive
your revised request.
