Universal Credit register with Universal Jobmatch as claim conditionality and Work Coach guidance

Dear Department for Work and Pensions,

I am aware of Universal Credit claims that are 'closed' as the claimant disputes the mandatory registration with Universal Jobmatch as a condition of claiming UC. The claims are closed by the work coach due to the 'Day One conditionality' (also known as SR13 Conditionality) which explicitly requires registration with Universal Jobmatch.

Please provide a copy of the Work Coach guidance which refers to the Day One Conditionality for universal credit claims and jobseeker claims and the 'closing' of claims by the work coach.

Please provide guidance for claimants as to the rights and the process to appeal Day One Conditionality if a decision is made to close a claim based on these conditions.

Please provide the Privacy Impact Assessment, Risk Assessment, and other consultations taken regarding the requirement to register with UJ as a condition to claiming UC.

The response states : The claimant has no right of appeal if the work-related requirements set out in their
Claimant Commitment are not accepted in the second opinion interview.

This is incorrect and completely misleading. There is a right of appeal.

In August 2016 a First Tier Tribunal judge determined that Universal Jobmatch is an unnecessary interference with my Article 8 right to privacy, and that it was reasonable that I refused to sign the cc for these reasons. The DWP did not appeal to the UTT and have agreed to pay me the money owed (£1600 by my calculation).
Initially I believed there was not right of appeal. I prepared a case for Judicial Review. On writing to the DWP solicitor I was informed that there IS A RIGHT TO APPEAL and I should of received a letter giving reasons for the decision to close my claim and explaining the mandatory reconsideration process. I did not get a letter until AFTER this communication, almost 3 months after my claim was closed.
