Unchecked present document by visa clerk led to refusal.

Home Office did not have the information requested.

Dear Home Office,

My appointment was on 2nd of January for a tier 4 general visa in Rabat, Morocco. On the 4th of January I received a call from tlscontact asking me to bring my documents again because they had a technical issue on the 2nd. On the 5th of January I receive an email saying that my visa was refused because I haven’t provided an English language certificate. Today 8th of January I went to tlscontact to ask them to check the documents submitted and they have confirmed that my IELTS is scanned properly but the visa clerk didn’t pay attention, maybe my application was the last one that person checked and he/she was tired and overlooked my IELTS. I have paid a priority service because my course starts on the 15th of January so please consider this matter as urgent. Tlscontact confirmed that I just need an overturned decision email to get my visa.
What can I do?
