Dear HM Passport Office,

I would like to reference an earlier FOI enquiry made by another member of the public (Reference: FOICR 46946/18).

173 valid UK passports were issued in year 2017 to GBC (Commonwealth Citizens, non-EU passport).

Please disclose:
1. The reasons why Commonwealth Citizens are entitled to valid UK passports.
2. Which nationalities were these Commonwealth Citizens who held valid UK passports.
3. Are these passports issued with any restrictions and/or limitations?
4. Are any of these Emergency Travel Documents and/or Emergency Passports?

If any of these info above were to cost too much under the FOI rules to address in full, you may provide a sample/non exhaustive answers in lieu.

173 valid UK passports were issued to Great Britain Commonwealth Citizens, GBC

Please disclose:
1. The reasons why Commonwealth Citizens are entitled to valid UK passports.

They’re not entitled to valid British Passports. However they were at one point British Subjects as was every citizen in the British Empire and after Independence they are today Subjects of the Crown retaining the Monarchy thus their head of State is the Queen we are ALL Commonwealth Citizens. Commonwealth citizens are entitled to use a British Embassy if in a country where their Government is not represented example a Canadian is in need of Consular assistance and there is no Canadian Embassy in their locale they go to the British Embassy as a commonwealth citizen are not seen as foreigners and are provided service like any other British Citizen, this is not a new or unusual thing and makes sense.

3. Are these passports issued with any restrictions and/or limitations?

This is not applicable they’re not passports ONLY British Citizens or any other class of 6 British Nationalies can have a British Passport

4. Are any of these Emergency Travel Documents and/or Emergency Passports?

This is all they are and the FCO must get permission from the Government of the Citizen requesting the document. Issuing authority is FCO and nationality states “Commonwealth Citizen”
