Dear Her Majesty’s Treasury,

In 2016 The Office of National Statistics published a paper entitled "Government expenditure on science, engineering and technology, UK: 2016". Paragraph 9 of that paper states "In 2016, the UK contributed £0.9 billion to EU research and development (R&D) expenditure. In constant prices, this is more than double the value in 2005 (£0.4 billion). These figures were provided by HM Treasury and are broad estimates. This is because member states’ contributions are not made to individual expenditure programmes, but to the EU budget as a whole. They are therefore referred to as “indicative UK contributions to EU R&D expenditure”.

I have asked The ONS for details of how “indicative UK contributions to EU R&D expenditure” were/are calculated. They have in turn referred me to H M Treasury.

Therefore, I am requesting full details (i.e. data and method such that I can replicate the calculation) of how the indicative UK contribution of £0.9 billion to EU R&D expenditure was calculated.

Thank-you for the detailed reply from T Chance.

The Royal Society state that over the period 2007 - 2013 the UK contributed €5.4bn to EU R&D expenditure. They attribute this figure to the ONS. The ONS in turn state that €5.4 bn is the "indicative UK contribution to EU R&D" calculated and provided by HM Treasury.

T Chance writes "By applying the UK's financing share, prior to the rebate, to the total EU Research and Development expenditure, one can estimate the UK's indicative contributions to the EU R&D."

Over the period 2007 - 2013 the relevant data is as follows (all monetary amounts are quoted in €bn and are sourced from Royal Society publications which in turn used EU data):
UK contribution to EU: 77.7
Total EU Income from member States: 740
Total EU Expenditure member states: 791.67
Total EU Expenditure on R&D: 107
UK contribution as % of Total EU Income: 10.50% (10.50% of 107 = 11.235)
EU R&D Expenditure as % of Total Expenditure: 13.52% (13.52% of 107 = 14.462)
UK Contribution as % of EU Total Expenditure: 9.81% (9.81% of 107 = 10.502)

None of the above percentages when applied to the EU's R&D Expenditure (2007 - 2013) gives the €5.4bn "indicative UK contribution" figure .

Therefore, whilst I am grateful for the response I do not feel it satisfies my original request. It would be helpful if HMT could provide the data and calculation used to arrive at the €5.4 bn figure or concede that it is an error and publish a corrected figure.

I made my original FOI reuest on 15 March.
I received an acknowledgement and then a response within the 20 day window. However, based on this response I was unable to reproduce the widely quoted "indicative UK contribution to EU R&D expenditure" of €5.4 bn. I therefore requested further clarification.
On 15 April you acknowledged my request for further information.
I'm not sure whether the 20 day window applies to my initial request or my request for clarification of your reply. In any event tomorrow will be the twentieth working day since you acknowledged my request for clarification. Could you please advise when I can expect a response.

Thank-you for your reply dated 25 June.

Your response is very clear as to how the "Indicative UK contribution to EU R&D expenditure " is calculated.

However, I requested details of the calculation and the DATA used to make the calculation and was specific to the years 2007 to 2013 inclusive. Unfortunately, two of the three links you provided to the various data sets do not cover these years.

The Royal Society have published data (in €bn), for the relevant period, as follows:

Total EU on Research and Innovation (€bn) = 107
UK Gross Financial Contribution (€bn) = 77.7
Total Member States Contributions (€bn) = 740

Therefore, to reduce your effort in meeting my request could you please confirm, or otherwise that, the totals used by HM Treasury to calculate the "Indicative UK contribution to EU R&D expenditure " for 2007 - 2013 are broadly in line , or otherwise, with the above? If you cannot confirm the above could you please provide the relevant totals in €bn.
