Essex County Council

Dear J Cassidy,

Your Freedom of Information Request:

I am pleased to enclose the following information, which I believe
satisfies your request.

Concerning the UASC data being referred to can you advise me on the
exact end date (time-frame) this data was taken from and its
source, with reference to whether they has been supported under
Section 23a of the Children Leaving Care Act or looked after under
Section 20 of the 1989 Children Act

- the cohort of 119 children was extracted from the database held
by Leaving & After Care to monitor asylum seeking children and
support given under section 23. This was done on 31 03 08.

Of the 35, 16 to 17 year old UASC who are referred to as being
supported under Section 23a of the Children Leaving Care Act,
please inform me of exactly of how many weeks, whilst they were
aged 16 to 17, each of these individuals had been supported under
Section 20 of the Children Act.

- it has not been possible to replicate the quoted cohort of 35.
Analysis carried out suggests a figure of 45. The average number of
weeks looked after under Section 20 whilst aged under 16 was 23.6
weeks.

Concerning the same time-frame/end date that this UASC data related
to, can you please inform me how many non UASC aged 16 to 17 had
been supported under Section 23a of the Children Leaving Care Act
and an indication of exactly of how many weeks, whilst they were
aged 16 to 17, each of these individuals had been supported under
Section 23a of the Children Leaving Care Act

- the Leaving & After Care database is a live system so it would
not be possible to backdate a report to extract the cohort of non
UASC Section 23a children as at 31 03 08 in line with the figure of
119.

Of the 17 young people aged 16-17 who are referred to as being
looked after under Section 20 of the 1989 Children Act, please
inform me of exactly of how many weeks, whilst they were aged 16 to
17, each of these individuals had been supported under Section 20of
the Children Act.

- it has not been possible to replicate the quoted figures of 23
for under 16's and 17 for 16-17 year olds looked after under
Section 20. Analysis for this request shows a figure of 30 for the
whole age range. The average number of weeks looked after under
Section 20 was 94.6 weeks.

Concerning the same time-frame/end date that this UASC data related
to, can you please inform me how many non UASC aged 16 to 17 had
been looked after under Section 20 of the 1989 Children Act and an
indication of exactly of how many weeks, whilst they were aged 16
to 17, each of these individuals had been supported under Section
20 of the Children Act.

- data would have to come from a live database so it will not be
possible to recreate the backdated cohort to compliment the UASC
cohort.

Of the 44 young (former UASC?) people over 18 referred to as being
supported under S23c of the Children Leaving Care Act, please
inform me of exactly of how many weeks, whilst they were aged 16 to
17, each of these individuals had been looked after under Section
20 of the Children Act.

- it was possible to confirm the figure of 44. The average number
of weeks looked after under Section 20 whilst aged 16 & 17 was 60.4
weeks

Concerning the same time-frame/end date that this UASC data related
to the 44 young (former UASC?) being supported under S23c of the
Children Leaving Care Act, can you please inform me how many non
former UASC aged over 18 had been supported under S23c of the
Children Leaving Care Act and an indication of exactly of how many
weeks, whilst they were aged 16 to 17, each of these individuals
had been looked after under Section 20 of the Children Act.

- data would have to come from a live database so it will not be
possible to recreate the backdated cohort to compliment the UASC
cohort.
