Dear Mr Carey,
 
Apologies for a delay in responding to your FOI request.
 
We do not keep records of the Twitter handles accessed by the
External Communications and Consultation team. It would be possible
for ICT to review browsing history of staff laptops so we could
identify Twitter profiles accessed.
 
However your request is for everyone in the team over the past year,
and this would require individual searches of multiple browsing
histories. For information, the External Communications and
Consultation service is made up of three teams; External
Communications, Consultations and Engagement, and Bristol Design.
 
Therefore having reviewed your request, the time required to collate
the  information requested will exceed the 18-hour threshold so we
are  refusing it on the basis of Section 12 of the Freedom of
Information Act.
 
In order for us to comply we ask that you please refine your request
considering a specific time period and specific team/officers.

Hi there, could you explain the late reply? Needed time to erase the data?

Your ICT team should reply to confirm this is how they would search, a software developer friend of mine tells me that a well trained department would be able to deliver this in minutes not hours, and that as an online safety medium should have speedy access to this info as a rule. I'm told it would be a quick check of history with certain rules or entry pages highlighted and a copy and paste, 20 minutes work at most.

If you are needing to split this request to a team by team basis I am happy to receive the information as such.

Once I receive the information I will check it against the handles I know are communally run, maybe to speed things up you could let the teams involved know that delaying won't do them any favours.

Dear Mr Carey,

 

We have sought advice from our ICT department for your request. We
have outlined below why the request is not feasible within the 18
hour threshold. Furthermore, as you will see below, the data you
request is not fully available.

 

In order to determine this request we would

1.       Need to get all of the user IDs for the team, past and
present

2.       Have to, for every day, uncompress an archive and run a
query

3.       Compile the results.

 

Points to note:

·         The query takes approximately 30 minutes per day requested.

·         The query is per user (the team would have to write and
test a change to the script to run multiple user IDs)

·         This is all only possible for a duration of 6 months as we
don t keep the logs for longer.

 

So if we ran it for 6 months (circa 182 days) and that would give us
in the region of 95 hours work  (assuming an hour to get the IDs, 2
hours to amend and test the script and 1 hour to compile the
results).

 

This would still only be half of what has been requested as the other
half does not exist (as the logs are extremely large and only
retained for 6 months in accordance with our policies).

 

We hope this provides you with clarification.
