Dear South Eastern Health and Social Care Trust (Northern Ireland),

I'd like to make a request under the Freedom of Information act for all transactions over £500 from JAN 2020 to MAR 2020 (3 months).

If it would help, we are looking for payments made to suppliers who only provide a service in Health and Social Care, preferably in a CSV format. This would include all suppliers falling under the following categories :-

1. Payments to suppliers who provide fostering and adoption services to the Trust
2. Payments to suppliers who provide care services to the Trust. This
would include suppliers who provide care under each of the categories below
a. Children's Residential/ Nursing Care Providers
b. Adult Residential/ Nursing Care Providers
c. Elderly Residential/ Nursing Care Providers
d. Domiciliary Care Home Providers
e. Supported Living Care Home Providers
f. Care at Home Providers
g. Providers who carry out Homeless Services
3. Payments to suppliers who provide Special Education Services

Please provide the data in a machine readable format (preferably CSV). As a minimum, please be sure to include the date, value, recipient and the procurement category of each transaction.

Thank you,
Sincerely,
Nikhil Prabhu

Information Governance, South Eastern Health and Social Care Trust (Northern Ireland)

Thank you for your email.

As you will be aware, Health & Soical Care is experiencing unprecedented
pressures due to Coronvirus (Covid-19).  As a Trust, all our staff are
prioritising their duties as front line health and social care workers.
Other duties within their role, such as processing Freedom of Information
and Subject Access requests, will be significantly delayed due to the need
to prioritise professional caring duties and respond to the health
emergency.

Our Information Governance staff have been temporarily moved to provide
admin support to our frontline services during this time.

However, I can assure you that your request for information will be logged
on our system and kept on file during this time.  It is expected that
processing requests for information will resume as we work to recover many
services after the outbreak is over.  We would not intend to be in further
contact with you until this health emergency is over.  We will contact you
to advise you once the Information Governance Department is operational
again.

We do appreciate your patience during these exceptional circumstances.

Regards

May I check-in now for an update?

Information Governance, South Eastern Health and Social Care Trust (Northern Ireland)

Thank you for your email.

During the peak of the COVID-19 pandemic, corporate services were reduced
to allow priority to be given to managing the pandemic and this meant that
staff from the Information Governance Department were released to support
frontline services.

As we are now past the peak of the COVID-19 pandemic, we are refocussing
our efforts to bring these vital corporate services back on line.  This
will  however, take time due to the backlog of work and the gradual/phased
return of staff to the Information Governance Department.  Please be
assured that your request will be processed, and we will do our utmost to
respond as quickly as possible, however given the circumstances, we would
anticipate that there may be some delay in responding to your request for
information.

We do appreciate your patience during these exceptional circumstances.

May I check-in again for an update?
Just to note all other devolved entities have managed to respond to my similar request, barring 4 whom I was forced to escalate with the Regulator, albeit after significant delays.
