As this is a qualified exemption weighed according to public interest, please could I ask you under what circumstances release has been deemed in the public interest in the past? These policy decisions are now past and the public interest in understanding these decisions is compelling given the current importance of understanding past responses to Russian actions and the need for the public to be informed about matters that might determine the best course in present and future actions and policy decisions.
