Trinity Square re-instated left turn plans

Dear Transport for London,

Under the Freedom of Information Act 2000, please provide me with:

1. detailed plans for the planned layout of Tower Hill, Byward Street, and Trinity Square, following the current works to allow a left turn from Byward Street into Trinity Square at all times. This should include details of the road markings, traffic light layout, and proposed phasing;
2. the planned diversion for the East-West Cycle Superhighway for periods during the works when access cannot be maintained along the normal route;
3. Please also tell me if you have performed any assessments of the potential impact of increased traffic on Trinity Square following the re-instatement of the left turn - particularly if you have assessed the risk of left-hooks, vehicles blocking the junction, or pollution on Trinity Square and surrounding streets.

Thank you for your request received on 10 January 2018 asking for
information about Trinity Square.

 

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy. I can
confirm we do hold the information you require.

 

Please find attached a plan of the proposed layout for the Trinity Square
junction post construction, including road marking layout and phasing of
the signals. During some portions of the construction work it will be
necessary to close the East-West Cycle Superhighway in order to ensure
road users are safely protected. The disruption of this has been kept to a
minimum and diversion plans are in place to ensure adequate cycling
facilities are provided.

 

The design for the Trinity Square junction includes a hold the left
facility. This will provide cyclists with their own dedicated set of
traffic signals. When cyclists get a green light the left turning traffic
into Trinity Square will be held at a red signal. Cyclists will then be
stopped by a red light whilst motorists turn left, cyclists and motorists
never get a green light at the same time, thus reducing the potential for
conflict. Pre the East-West Cycle Superhighway, the left turn from Byward
Street into Tower Hill was allowed at all times including the right turn
from Byward Street into Trinity Square. As part of the new proposals, the
right turn into Trinity Square from Byward Street will not be allowed,
however the left turn will be at all times.

 

The reinstatement of the permanent left turn and the method of access to
the junction has been discussed at length with the Trinity Square
stakeholder group including key businesses and also local councillors and
London Boroughs. The number of vehicles using Trinity Square should not
increase prior to installation of the East-West Cycle Superhighway as the
right turn from Byward Street is still not a permitted movement. With
regards to vehicles blocking the junction, the method of control and the
technology in place will ensure that traffic does not block the junction
and turning movements are not constricted. The junction will be monitored
closely post implementation to ensure junction efficiency and journey time
reliability.
