Thank you for your request for information received on 23rd March 2021. We
have considered your request and enclose the following information -

 

Please could you share the following information relating to the Trinity
Fields School Expansion:

 

(1) Details of which departments were involved in assessing the business
case for the different options.

 

We can confirm that as stipulated by Welsh Government as part of their
Business Case Guidance, an options framework was followed to consider a
range of options and provide methodology to develop options. At outline
business case formation a cross-departmental working group was established
to undertake an options appraisal to consider the relative desirability,
viability and feasibility of the options being mooted.

 

The working groups remit was to prepare and appraise a longlist of options
which were evaluated and scored against a number of investment objectives
and critical success factors as prioritised by the Council.  This
eventually resulted in discounting certain options, carrying forward
others to a shortlist for further review, with an eventual recommendation
of a preferred way forward.

 

For the Trinity Fields proposal, this working group consisted of
representatives from the 21^st Century School Team, Property Services,
Education Strategy and Inclusion Services.

 

In addition, the options appraisal as part of the wider Business Case
endorsement, was also ratified at School Strategy Board which has a wider
membership including Directors, Finance Officers and Elected Members.
