Can you please provide me with information on the following category of service (a category of service would be classed as an area of business within the Council, for example Transport or Social Care):
1) Does the Local Authority currently operate any form of supplier framework (a supplier framework would classed as a list of enrolled and accredited companies or individuals that provide goods or services to the Local Authority) for:-
a. SEN Transport –
b. Home to School –
c. Taxi Services –
d. Transport for Adult Care -
2) If the Local Authority does operate a supplier framework, when do these frameworks run out? :-

Services? No, it is soley used for Adult Social Care Day Centres

5)            If so, please can you provide with the size of the fleet.

6)            During the financial year of 2014/15, what has been the
actual spend of:-

a.            SEN Transport- £6,665,046

b.            Home to School – £3,857,156 (excluding SEN Home to School
transport as detailed above)

c.             Taxi Services – cannot be separated out further than spend
for Children’s Services and Adult Social Care as detailed in d, a and b
without exceeding the appropriate limit of staff time. Section 12 FOIA
2000 provides that a public authority is not obliged to comply with a
request for information if it estimates that meeting the request would
exceed the appropriate cost limit.  This ‘appropriate limit’ is set out in
the Freedom of Information and Data Protection (Appropriate Limit and
Fees) Regulations 2004. The ‘appropriate limit’ for non Central Government
public authorities is currently set at £450. In relation to staff time,
this is calculated at a rate of £25 per member of staff per hour. This
effectively equates to a time limit of 18 staff hours.

 

To ensure an effective assessment of the time it would take to respond to
your request, I have asked the relevant officer to estimate how long it
would take for them to identify and locate the information you seek. The
estimate for responding to your request exceeds 18 hours and therefore
exceeds the ‘appropriate limit’. Where a public authority estimates that
responding to the request would exceed the appropriate limit, there is no
obligation on the public authority to carry out searches up to the 18 hour
limit.  Section 12 effectively removes the information from the scope of
the duty to disclose altogether.

 

I am therefore refusing to provide this part of your request under the
provisions of Section 12 FOIA 2000.

 

Under the terms of the FOIA 2000 you are entitled to refine the
information that you are seeking.  The County Council would then
reconsider the request to determine whether it could provide the
information within the appropriate limit.
