For the North Devon area. In the past ten years have there been any instances of firemen being unable to immediately find hydrants thus causing delay in dousing a fire they have been called to attend.

I write in response to your request for information, received and

Decision
Some of the information you have requested is held by the Devon & Somerset
Fire & Rescue Service (DSFRS).
 
Please find below the detail of the information you have requested along
with our response.
 
Request and Response
For the North Devon area. In the past ten years have there been any
instances of firemen being unable to immediately find hydrants thus
causing delay in dousing a fire they have been called to attend.
 
Have there been any instances where a fire engine has been parked over a
hydrant thus hiding it from firemen.
 
If there are any instances of the above, where did those instances take
place and What was done to ensure that never occurred again.
 
We do not hold this information in our Incident Recording System. 
 
However, it should be noted that there should be no ‘delay dousing a fire’
as the initial source of water would normally be water carried on
appliances.
 
Mobile data terminals (vehicle mounted data systems) were introduced in
2009 and hydrant location and attribute data is provided in the form of a
mapping overlay as part of this and is usually updated daily.
 
What does the Devon & Somerset Fire Service consider to be legitimate
reasons for a complainant to appeal against the outcome of an
investigation into a formal complaint against a fireman.
 
There are 3 reasons in our Complaint Procedure for circumstances where a
complainant can appeal the outcome of the complaint. 
 
Section 4 of the Complaints Procedure states:
 
Appeals can be made by complainants where they are dissatisfied with
 

* The initial investigation
* The outcome of that investigation
* The corrective actions proposed

 
What does the Devon & Somerset Fire Service consider NOT to be legitimate
reasons for a complainant to appeal against the outcome of an
investigation into a formal complaint against a fireman.
 
There are no set reasons of what would be a legitimate reason or not. Each
complaint appeal is referred to the Chief Fire Officer for consideration. 
 
Review
You have the right to ask us to review this decision.  If you wish to do
this please set out your grounds for review in writing and send them to
the Information Officer at the Service Headquarters address or e-mail

Appeals
If you are still dissatisfied after a Service review you have the right to
appeal to the Information Commissioner at the Information Commissioner’s
