Thank you for your recent request for information relating to Traffic
Regulation Orders which we received on 24/07/2017.

 

Please find below, Sheffield City Council’s response to your request:

 

Dear Mr Sadowski

 

The double yellow lines on Trippet Lane are contained within a Traffic
Regulation Order (TRO) which covers various restrictions within the city
centre, pdf copy attached above.  This TRO has been amended numerous times
since it was originally made in 2008 but it is still current with respect
to the double yellow lines opposite Trippet Wine Lounge. The relevant item
is on Page 75 and it is item 201 Trippet Lane the north west side (ii).
The double yellow line means, as is generally the case, no waiting at any
time.

 

The [1]Highway Code provides advice, guides and mandatory rules for all
road users and confirms that yellow line restrictions apply to the
carriageway, pavement and verge, the appropriate extract is shown below.

Even at locations where there are no yellow lines in place there are still
rules covering vehicles on pavements. Rule 145 states that is an offence
to drive on a pavement, please see below.

In addition rule 244 applies to parking on a pavement, please see below.
The signs referred to which can permit pavement parking are used in some
locations where an assessment has been made that the pavement is suitable
for parking on.

There is also the specific offence of obstruction which occurs when a
vehicle is parked in such a manner that a pedestrian cannot pass a vehicle
without stepping into the carriageway.

 

The City Council enforce the offences detailed above associated with
yellow lines, the Police enforce the other offences referred to.
