I am writing to confirm that we have now completed our search for the
information, which you requested on 26-06-16.
A copy of the Traffic Officer Manual, including overarching rules and
emergency traffic management diagrams are attached.
The Traffic Officer Manual was published 4^th May 2016. The preceding
manual was reviewed, rationalised and restructured into a new tiered
framework of overarching rules and work instructions. Our 10 overarching
rules, introduced in May 2015, were the first stage of the delivery of the
new manual, and were designed so that ‘All of the rules are applied, All
of the time’. The rules provide a set of safe working parameters which we
can set our standards and behaviours within. These rules cover the three
main imperatives of safety, customers and the delivery of the Roads
The new 25 national work instructions (and 6 regional specific work
instructions) have been developed cognisant of health and safety
legislation, Traffic operations policy and driven by significant
consultation. The new manual provides a powerful tool to ensure Highways
England remains an organisation where safety is the main focus. The live
manual is designed to be interactive and used on the Highways England
online portal platform, the attached documentation has been specifically
created for this FOI request and is not designed to be printed due to
document control and continuous improvement.
Most documents supplied by Highways England will be Crown Copyright. Most
Crown Copyright information can be re-used under the Open Government
