Response

Unfortunately, we have been unable to locate any information to satisfy
your request, as we do not hold this information.

We have researched based on the following two offences – neither of which
would attract a TOR as they would be disposed of via Fixed Penalty
Notification (FPN):

Pedestrian remain within limits of a zebra/pelican/puffin crossing longer
than was necessary

Excluded traffic on a special road – pedestrian

No tickets in Cambridgeshire have been issued for either of these offences
during 2016,

If you are unhappy with your response and wish to appeal our decisions,
please see the attachment, which sets out your rights to appeal.

Should you have any further enquiries concerning this matter, please
contact the Information Access Office via email, or on telephone number

This request followed a statement from a police officer at a council meeting in Cambridge who said traffic offence reports could be issued to pedestrians.

This response shows this can happen, in the two rather esoteric circumstances mentioned; but that no such reports were made in 2016 in Cambridgeshire.
