I am writing with regards to your below request for information, dated
30^th April 2019, and logged under reference number  FIR001871

 

In order to process your request, could you please clarify the following:

 

 

You are requesting for information regarding TMO’s in Q1 + Q2. Within Q3
you mention ‘other road works’, and this suggests that you are seeking
information on TTROs (Temporary Traffic Regulation Orders). Please could
you clarify if this is the case and that this questions relates to TTROs
(not TMO) as this will make a significant difference to the information
being provided.

 

A TTRO must be obtained when carrying out works on footways and highways.
Temporary traffic management arrangements may include footway closures,
parking restrictions, bus lane suspensions for the duration of the works
etc.

 

 

Under section 16 of the Freedom of Information Act (FOIA), the Council has
a duty to provide advice and assistance so clarifying your request will
allow the Council to check if the information is held.

 

Until the Council receives this clarification, your request will be placed
on hold.  If no response is received within 15 working days of this email,
the Council will close your FOI request.

Dear Hounslow Borough Council,

Thank you for drawing to my attention the distinction between TMO & TTRO. I believe what I had in mind were TTRO in Heston & Cranford Ward.

You have raised an interesting point. The probability of the TTRO being raised internally in Q1 or Q2 2018 BUT only acted upon ie, physically executed in Q3& Q4.
I imagine that when a TTRO is raised say example in April 2018 may take time and only come into effect several months later in the year due to scheduling etc.

Therefore can I ask for TTRO from Q1, Q2, Q3 and Q4 from 2018.

I hope I am much clearer about my intention to seek information about which road activities in Q3/Q4 2018 such as closures and carrying out works on footways and highways in Heston Cranford Ward that were being 'physically implemented on the roads'

A gentle reminder of the other 2 points I requested still stand:

I had a phone call from Seth, in your traffic team. I would like to thank him on this matter.
He further clarified what other ways for example 'utilities' can work on a road, where a TTRO is not needed but using a permit.
So after this advice can I add to the request;

I am writing regarding your request for information dated 23 May 2019. You

1.  What Traffic Management Orders were in place between 1st June 2018 to
31st December 2018 in the Heston & Cranford Ward?

- Having liaised with colleagues in Network Management, the attached
spreadsheet provides a list of TTROs in Heston & Cranford for this
timeframe. 

 

2.  For each Traffic Management Order please provide the following: The
roads affected, when this took place, until when & the reason.

- The attached spreadsheet also provides the requested detail per TTRO.
The TTRO reason is listed as either 'Statutory' or 'Highways'. Statutory
essentially is when any of the Utilities companies have applied for a TTRO
to carry out works such as gas pipe replacement works etc. Highways is
when Hounslow Highways have been implementing a scheme, or undertaking
road cleansing (and so require the road to be closed off for the day).

 

3. Were Hounslow Council notified of any other road works in the Heston &
Cranford ward area between 1st June 2018 to 31st December 2018? Please
provide the following details: The roads affected, when this took place,
until when & the reason.

- Please see the attached spreadsheet for road works in the Heston and
Cranford area between 1 June 2018 and 31 December 2018.
