Traffic Incidents Between Heol Gabriel, Wauntreoda Road and Heol y Gors in Whitchurch

Dear Cardiff Council,

I am writing to request data on the number of road incidents which have occurred around the junction between Heol Gabriel, Wauntreoda Road and Heol y Gors in Whitchurch.

I have pinpointed the location on a map here: https://drive.google.com/open?id=1fXJETi...

I would like to know the number of incidents which have occurred on this junction in the last five years.

Please could you break down this information by year - with details of the number of people involved, the severity of the accident, how the accident occurred, if there were any injuries/deaths, and what modes of transport were involved. Please also place specifically where the accident happened (with the longitude and latitude if possible) - if this could be represented in a map that would also be useful.

I would like to request this information electronically.

If the decision is made to withhold some of this data using exemptions in the act, please cite the exemptions used. If the information is already available elsewhere please do point me in the right direction.

Thank you for your request for an internal review into the Council’s response to your Freedom of Information Request, FOI10813.

We can confirm that an internal review has been conducted.

The Freedom of Information Act allows individuals the right to access recorded information if held, subject to any exemptions which may apply under the Act, which would be explained. Following this review the Council confirms that it upholds its response, that information is exempt under Section 16 (duty to advise and assist) of the Freedom of Information Act and that the matter was referred to the Council's City Operations Service to deal with.

What we should have made clearer in our response is that we referred this as a 'business as usual' request, for which the Council has a data sharing agreement with the Welsh Government who record this information.

The Council’s internal review is concluded.

Collision Data Request - Heol Gabriel, Wauntreoda Road and Heol y Gors in
Whitchurch.

Dear Sir / Madam,

May I firstly apologise for the delay in responding to this enquiry as we
have been in contact with Welsh Government regarding recent changes to how
the authority is allowed to store and distribute collision data.

Whilst Cardiff Council holds collision data we receive the information
from Welsh Government and we have a DAA (Data Access Agreement) in place
with Welsh Government which allows us to obtain all this sensitive
information but does not allow us to pass this information onto third
parties as this would be in breach of our DAA.

Collision Data is initially recorded by the Police who then forward this
information to Welsh Government who then forward this to Local
Authorities.

The Welsh Government Collision data is freely available on the Stats Wales
website at the below address, this is recorded injury collision data which
is in RAW data format and the information is limited due to DAA as
mentioned above.

Therefore any requests for Collision Data under Freedom of Information
should be directed to the Police as they are the agency who record and
hold this data and will have their own policies and procedures in place
regarding requests for Collision Data.

I've extracted the accidents from the raw StatsWales data within the area I was after and made them available here: https://gist.github.com/garethrees/7525b...

Between 2007 and 2016 there were:

* 2 accidents
* No pedestrian involvement
* 1 serious injury

The StatsWales data doesn't give any indication of why the accidents happened, so I've classified this as "partially successful".

Actually, after plotting the filtered accidents on a map (https://goo.gl/5sEDLA), only 1 (accident ref 1201144 ) really falls within the area of the junction in question. The other is on the Waunteoda Road / Philog junction. Looks like I was a bit generous with the filter area.
