Traffic congestion data re Woodingdean

Brighton and Hove City Council did not have the information requested.

*** Background ***

The Lewes Road Scheme Post Construction Monitoring Report said the expected displacement of traffic towards Woodingdean did not take place, quoting traffic counts from 2 miles north of Woodingdean (Falmer Road - The Drove) taken before and after the scheme.

It did not mention any counts taken on Warren Road or further south on Falmer Road (ideally either side of Bexhill Road), which would more fully reflect the impact on Woodingdean.

The City Plan says Woodingdean's congestion ("Volume over Link Capacity Ratio") is below 1.25 up to Year 2030, but a report saying it is already 1.33 in Year 2019, was seen as broadly as expected!

Independent Traffic data also suggests congestion is already close to or exceeds the level predicted for Year 2030.

This apparent conflict between planning assumptions and reality is major concern to people affected by the local bottlenecks around Rottingdean, Woodingdean and the A27 Falmer Interchange.

Falmer Road - between Bexhill Road and Woodingdean Junction.
Falmer Road - north of Bexhill Road
Bexhill Road - close to Falmer Road.
Warren Road - close to Woodingdean Junction
Warren Road - East of the Wilson Avenue junction

(2) Please provide a copy of these counts, ideally in standard XLS or similar machine readable format, so that the data can be analysed to investigate the apparent conflicts.

Thank you for your response, may I ask you to confirm there were no counts taken between 2010 and 2012, as I understood some counts were taken in 2010?

Secondly, the Sites are numbered and identified by OSGR keys which pin down the area but not the exact location. The text expanding on this is at times unclear.

Would you confirm or correct the following.

& no data was collected in 2014

Site 56 Location Warren Road, Att - libary post, OSGR:
TQ 35356 05778 is Warren Road - close to Woodingdean Junction

Site 55 Location Warren Road, Att - lc, OSGR:
TQ 34868 05642 is Warren Road - East of the Wilson Avenue junction
(How far East would be helpful).

Site 58 Location Bexhill Road, Att - lc 30, OSGR:
TQ 36140 06297 is Bexhill Road - close to Falmer Road.

Site 67 LocationFalmer Road, Att - lc, OSGR:
TQ 35820 05156 is Falmer Road - between Bexhill Road and Woodingdean Junction.

I am worried that it would not be possible to calculate congestion (Volume to Capacity Ratios) for any Year between 2012-2016, as say, the Capacity (Throughput at Site 67) was on no occasion measured on the same day (or month!) as the Volume (Sites 9 & 58).

Could you also confirm there are no counts between 2010 to 2016 that have accidentally been omitted.

Dear Freedom Of Information,

At an open meeting in Woodingdean on Thursday 30th June, Mark Prior assured local residents that counts taken in January 2016 had confirmed the displacement of traffic from the Lewes Road Improvements were been less than predicted, particularly at peak times.

The traffic counts so far provided do not include any for January 2016, so please double check your response to the FoI

It is possible the still missing counts for Falmer Rd.( Between Bexhill Road and the junction ) were taken in January, but I doubt that is the explanation as this would be a bad place to assess displaced traffic (without synchronised turning counts at Bexhill Road)

Re your email of 4th July.

The acoustics on Thursday night were not great, please thank Mr Prior for this correction.

Thank you also for the February 2010 counts, as these are "turning counts" they will be particularly useful.

...

I requested all counts in that period, can you confirm that there are no traffic counts later than Feb 2010 re the traffic on Falmer Road between Bexhill Road and the Junction?

This does seem very odd as without such counts I do not understand how the council could have assessed the impact of the impact of the RSCH (BH2011/02886) traffic's revised route (on the junction at Woodingdean).

Also as the other Falmer Road, Warren Road and Bexhill Road "before and after" counts are not consistently at the same time of the year or synchronised with each other, deductions about the amount of traffic displaced from the Lewes Road would have a very high error margin.
