Dear University of the Highlands and Islands,

Per FOISA, please provide me with the number of meetings held by the University of Highlands and Islands over the last 3 years involving or including a trade union representative, including but not limited to board, committee or staff meetings, staff consultations, disciplinary hearings, complaints, appeals, grievances etc. Please provide the number of meetings per year and where possible the date and purpose of the meeting as well as the name of the trade union.

I refer to your request for information received on the 19th August 2020, relating to trade union involvement in University meetings - request number FOI 071.

Your question:
Per FOISA, please provide me with the number of meetings held by the University of Highlands and Islands over the last 3 years involving or including a trade union representative, including but not limited to board, committee or staff meetings, staff consultations, disciplinary hearings, complaints, appeals, grievances etc. Please provide the number of meetings per year and where possible the date and purpose of the meeting as well as the name of the trade union.

Our response:
End June 2017 - Stirling University - UHI TUPE transfer situation - Trade union recognition - meeting with a representative of UCU and the University's Head of Human Resources.
6 March 2018 - Integration Meeting at An Lochran - involved UHI Academic Partner Principals/the University's Head of Governance & Records Management and representatives of AL/UNISON/UCU/EIS.
30 October 2018 - Programme Board Briefing with a representative of UCU/ the University's Principal & Vice Chancellor/the University's Head of Human Resources/and the University's Evidence-Based Enhancement Lead - Learning & Teaching.

In the last 3 years there have been changes to University Court Composition in accordance with HE Governance Act. We have amended articles and currently have two union representatives as members of University Court.

Up until the transfer of Pre-registration Nursing Programmes in the Highlands and Western Isles from the University of Stirling to the University of the Highlands and Islands, the University's Executive Office did not recognise any trade unions, instead we had an active Staff Association and an established consultative process - Information and Consultation Committee (ICC).

As part of the transfer discussions we proposed a Recognition and Procedure Agreement that provided UCU and UNISON with recognition on a consultative basis at an institutional level through the TU’s inclusion on the Information and Consultation Committee whilst at the departmental level a “side committee” of ICC was established for the purpose of consultation and negotiation on all matters relating to employment & terms and conditions for those staff who transferred to the University. In practical terms it was envisaged that the latter would meet normally once a year (to submit their pay claim).

We believed this was a pragmatic solution for both parties and acknowledged the wishes of the staff that trade union recognition be retained going forward, enabled UCU and Unison to formally engage with the university and build the working relationship from there.

To date the TU’s have not availed themselves of their membership of ICC and the side committee has met twice/three times at which the discussion has been dominated by the career aspirations of academic staff.

Representation during disciplinary/grievance events has been facilitated by members of the Staff Association, who fall outwith the remit of this FOI request.
