I would be grateful if you could provide the reasoning behind your assessment that this was a vexatious request. My intention was not to cause disruption or annoyance, and seeing the reasoning applied would help me to understand how to reframe my request accordingly.
As you may be aware, the ICO advises that "public authorities must keep in mind that meeting their underlying commitment to transparency and openness may involve absorbing a certain level of disruption and annoyance".
Additionally, the ICO advise that best practice for authorities applying this exemption is to suggest ways in which a request may be made less burdensome (see https://ico.org.uk/media/for-organisatio...).

There is nothing vexatious about my request. The reason is Town Police Clauses Act 1847, Section 28 applies to your sales agents / enforcement agents as you put it, just as much to anyone else. Remember it would take just one private prosecution of one of your staff, for your whole business model to collapse completely. Then you have the staff member facing 2 weeks in jail on top.

You need to pass the above onto the BBC legal team.

I would be grateful if you could offer me guidance into how I could best reframe the request in order to obtain as much of the information as possible, while bringing it below the cost limit.
As you may be aware, Section 16 of the FOI Code of Practice (https://www.gov.uk/government/publicatio...) advises that bodies should 'provide advice and assistance, so far as it would be reasonable to expect the authority to do so' and ICO guidance (https://ico.org.uk/media/for-organisatio...) interprets this as a suggestion that the authority should provide suggestions of this nature.

Just saying it exceeds 16 hours is not a sufficient answer. What is the exact cost since one option for any FOI request is the requester decides to pay. Since you have done the calculation to work out it exceeds 16 hours, you now have that information and can supply it. Alternatively what suggestions do you have for a rephrasing of the question
