Please can you tell me how many children age 4 to 14 under LAC have successfully gone on to be cared for by long term foster carers and SGO's of the total children in LAC.

Of those how many were kinship / family approved foster carers by yourselves and how many were family members given an SGO.

Of the family members given kinship / SGO how many were successfully placed with family who had no previous contact with the children and / or lived outside of Cheshire West and Chester boroughs.

Of the original total how many children age between 5 and 8 were put under adoption orders rather than going to kinship care or SGO.

To provide the information going back to 2009 would take longer than 18.5
hours, therefore we have provided the information we have available within
the timescale.

Following your request for internal review the Disclosures team agreed to
provide you with information for the financial year 2018-19 about:

 

1.      how many children age 4 to 14 under LAC have successfully gone on
to be cared for by long term foster carers and SGO's of the total children
in LAC.

 

155 children aged 4-14 were in long term foster placements in 2018-19

 

2.      Of those how many were kinship / family approved foster carers by
yourselves and how many were family members given an SGO.

 

42 children from the above cohort were fostered by approved family and
friends

Less than 5* children from the above cohort ended their care period with a
SGO with former foster carers who are family and friends

 

3.      Of the family members given kinship / SGO how many were
successfully placed with family who had no previous contact with the
children and / or lived outside of Cheshire West and Chester boroughs.

 

Less than 5* successfully placed:

 

Less than 5* – no previous contact

Less than 5* – outside of Cheshire West & Chester

 

4.      Of the original total how many children age between 5 and 8 were
put under adoption orders rather than going to kinship care or SGO.

 

Less than 5* - Cheshire West and Chester as a matter of good practice and
in line with the Pubic Law Outline always rigorously explore extended
family members as alternative carers for all children before considering a
plan of adoption. If a child is placed permanently with family carers this
is usually under the auspices of a SGO.

 

Less than 5*

The Council considers that some of the information that meets your request
is exempt from disclosure under subsection 40(2) of the Freedom of
Information Act 2000. This exemption states that personal information of
third parties attracts an absolute exemption from disclosure and must be
dealt with in conjunction with the Data Protection Act 2018 ( the “DPA”).

We advise that:

1.      Where figures in the response are ‘less than 5’ , they have been
suppressed as the information is exempt under s40(2) of the Freedom of
Information Act 2000 (the Act). We believe that the low numbers involved
mean there is a risk that persons could be identified or recognised from
this information alone or if it was to be combined with other information
that could be requested or which is already within the public domain.

2. When providing information where the response is ‘less than 5’, we have
used an asterisk to indicate that a value exists; an actual number will
not be provided.

3. The information that has been requested is gathered and held on record
for the purposes of assessing and reviewing a child’s needs/circumstances.
The Council has a duty and responsibility to all children within its care
and these children would expect the authority to keep this information
private and confidential and for the information not to be put into the
public domain in circumstances which risk the identity of said individuals
and/or their family members. Disclosure in these circumstances would be
unwarranted as it would disclose personal data to the public which the
Council has undertaken to keep confidential.

4. The Council does not believe that, given the subject matter, it is in
the public interest to disclose the exact figures.

The Council considers that disclosure will be unfair and unreasonable as:

·        The requested information held in relation to the individual was
not intended for wider public disclosure;

• The information relates to the personal data of a living individual;

• Disclosure could lead to the identification of the individuals
concerned;

• Disclosure would place personal information relating to the individual
into the public domain in circumstances where the individual has had no
opportunity to comment on this disclosure;

• The information held was not intended for wider disclosure;

• The individuals would have a reasonable expectation that the information
would be confidential;

I can see from the case history that you have had to wait an extremely
long time for this information which is unacceptable.  Please accept my
apologies for this delay.  I am working with the Disclosures Team to
clarify requests likely to exceed costs limits at the earliest
opportunities, and am improving the internal review process to ensure more
