TMS funding postcode lottery
Dear NHS Mid and South Essex Integrated Care Board,
This NHS service funding organization/account has come under a lot of different names over recent years ccg stp now ics.
I am well aware TMS is now supposedly funded but that is not the question being asked.
While an STP you had common service restriction policies in mid and south Essex areas.
TMS was not a routinely funded treatment IFR was the only way to get NHS funding from the NHS accountants.
However, your own STP figures reveal some areas of the STP where funding TMS on every IFR application made example Basildon and Brentwood NHS accounts 13 requests made all funded.
And other areas such as mid essex NHS accounts declined all 6 funding requests made.
What NHS England call the postcode lottery regarding obtaining treatment.
1, Why the difference when you shared a common service restriction funding policy, IFR procedures etc throughout the STP?
2, How come mid essex accounts did not advise patients who made these declined requests to relocate a few miles down the road to obtain treatment?
Rather than waste time trying to get mid essex to fund when it was not going to.
11/05/2022
CCG request / Funded
Basildon & Brentwood 13 / 13
Thurrock 2 / 2
Mid Essex 6 / 0
Yours faithfully,
iain gordon

Dear FOI, Mseicb (NHS MID AND SOUTH ESSEX ICB - 99E),
Please do remember as I have stated previously on numerous occasions.
Answer the questions put, not a question of your own making and in a format
that is suitable for patients with learning difficulty
Please do not refer to complex CCG/ICS documentation as the NHS is supposed to make information easily accessible for patients on the issues raised regarding obtaining NHS treatment.
Yours sincerely,

Dear FOI, Mseicb (NHS MID AND SOUTH ESSEX ICB - 99E),
The CCG/STP answered "Yes" to my question in your response of 04/11/2022
2, IFR procedures to decide which ifr would be funded? - Yes
Did the Essex ccgs
Could I please have copies of the relevant procedures for "IFR procedures to decide which ifr would be funded"?
Yours sincerely,
iain gordon
Dear Mr Gordon,
In your email of 6^th October 2022 you asked about TMS funding as below:
When the essex ccg stp existed
Did the essex ccgs:
1, share common service restriction funding policies?
2, IFR procedures to decide which ifr would be funded?
The response sent you clearly sated yes to Q1 and a copy of Service
Restriction Policy was included to answer Q2.
You came back on 13^th November asking:
Could I please have copies of the relevant procedures for "IFR procedures
to decide which ifr would be funded"?
This is exactly what was attached to the response. So, the ICB has nothing
to add

Dear FOI, Mseicb (NHS MID AND SOUTH ESSEX ICB - 99E),
You know
That ICS complaints will not provide an answer to these questions and
That the health ombudsman can not force you to answer the questions has no legal power
So it makes no sense in your response referring me to ICS complaints
Unaccountable.
Yours sincerely,
iain gordon
