Title of Mr, Mister on a passport

Dear HM Passport Office,

1. I would like to know when and at what age do the Government apply the Honourary Title Mr, Mister, to a man and his UK Passport?
2. Is the decision by the governament to apply the honourary title 'Mr' to his Passport consentual with the man who the title is being applied to?
2. Can the man refuse to accept the honourary title Mr, Mister on his UK Passport?
3. Mister, Mr is a title or courtesy, a man who is an incumbent of office 'Office' . What office do the government believe that the man holds who the honourary title Mr, Mister is being given on his UK Passport?

Blacks Law 4th edition
MISTER. A title of courtesy. A trade, craft, oc- cupation, employment, office.

HONORABLE. A title of courtesy given in Eng- land to the younger children of earls, and the chil- dren of viscounts and barons; and, collectively, to the house of commons.

Thank you for your reply, you have sent a link about Titles. This does not answer my FOI request.
