Dear Peterlee Town Council,
I write on behalf of many angry residents of the town relating to a huge amount of our public money being spent on a very small number of recipients (less than 20 gardens). We have a number of questions. It is hoped that many are just rumour;
1. Is it correct that an 'Amenities Room' is to be built on this, the town's smallest, leisure gardens (allotments) site ?
2. Seemingly the current North East Party Chairman will personally benefit as he has a garden there himself. That would smack of corruption and surely can't be correct, is it?
3. Some understand that solar panels are to be fitted. Personally I can't believe this could be true for an allotment site but is this correct?
4. If so, will these be connected to the National Grid so the people of Peterlee can recoup some of their public money? If not, what happens to any potential excess electricity?
5. Some understand the cost from the 'public purse' is over £100,000! Please provide a full breakdown of the costs, to include ongoing maintenance costs (e.g. solar panels).
6. With cost at this level, consultation should have been very wide, yet no-one has been contacted. Can you describe this wide consultation - please don't say it was in minutes/on council website as the Deputy Clerk never used to do this so no-one looks [potentially defamatory material removed]
7. Please specifically identify the robust alternative sources of funding sought.

Dear Mandy
Further to your Freedom of Information request of 10th June 2020:
1. I can confirm that a Community Amenity room is currently being built on
the Town Council's allotment site at Thorntree Gill; 
2. Refused.  You are asking me for an opinion that does not exist as
recorded information;
3. I can confirm that the Community Amenity room is being fitted with a
photovoltaic (PV) system that converts the sun's energy into electrical
energy to power the building;
4. The PV system is not connected to the national grid, it uses a battery
system to store energy for use in the building;
5. As you are aware the site is still under construction and so the
contract has not yet been paid in full.  However I can confirm that the
total contract award was for £100,012.36 of which itemised works
£80,112.36 and preliminaries £19,000
6. Refused as a vexatious request under s14(1) of the Freedom of
Information request.  I also note that the What Do They Know website
administrators also redacted part of your request as containing
potentially defamatory material;
7. There is no recorded information to disclose on this item, however I
can confirm that a number of funding streams were considered including
national lottery and s106 funding from the planning authority.
