I request this information under the Freedom of Information act in the interests of transparency of how public money is being used.

1. The Chief Executive's son has been employed by Doncaster Council as a Relief Catering Assistant. Please provide a copy of the advertisement for the roles relief catering assistant, the number of applicants and number of appointments.
2. Why are relief catering assistants being recruited at a time when most schools had closed their kitchen's and were administering vouchers.
3. How soon after his appointment into this role did the Chief Executive's son become a Town Centre Ambassador
4. How many of the consultants currently and over the last 3 years either contracted or employed by Reed have previously worked with/for the Chief Executive in other roles or authorities
5. Has Mr Coulson/DKC Assosciates previously worked with the Chief Executive in other roles or authorities
6. Did Doncaster Council buy a house in Doncaster for the previous Chief Executive.
7. Which of the Council's decision making meetings with Directors and the Chief Executive are minuted and available for public scrutiny.

Please advise why Doncaster Council does not hold this information. Doncaster Council should be advertising relief catering assistant posts in line with recruitment policy and equal opportunities legislation to adhere to a fair and transparent process. The Service should be able to provide a copy of the advert, the number of applicants and the number of appointments. These should be retained. Pleasea expand upon your response.

Why are relief catering assistants being recruited at a time when most schools had closed
their kitchens and were administering vouchers?
Response
During the pandemic schools have remained open for vulnerable children and children of
key workers. There has therefore been a need to continue to provide some school meals
across the Doncaster borough.

I am aware that schools remained open, but the majority of kitchens did not and they were certainly not providing meals. Please tell me how many kitchens were open and how many meals served per day. Please clarify why there was a need to recruit relief catering assistants.

Question 4
How many of the consultants currently and over the last 3 years either contracted or
employed by Reed have previously worked with/for the Chief Executive in other roles or
authorities?

Doncaster Council does not hold such information.
Is Doncaster Council not seeking employment forms, checks or references when appointing these people The Chief Executive is part of Doncaster Council and presumably he holds this information!
How are people being sourced.

Has Mr Coulson / DKC Associates previously worked with the Chief Executive in other
roles or authorities?

as above - please also feel free to ask Mr Coulson. The contracts register shows how much he has cost the Council and therefore, presumably previous wor history was collected.

The response sent is not satisfactory within the context of the law and therefore I would expect that you will respond by the original deadilne of 11th September.

I write in response to your email dated 9 September 2020 (attached) to advise you further on the points you have raised.

With regard to questions 1, 4 and 5 it is clear from your email you remain dissatisfied with the response you have received to these questions that " Doncaster Council does not hold this information".

As advised in the response to your FOI request, the next stage of the process is to request for the Council to undertake an Internal Review. However considering the guidance from the Information Commissioner’s Office (ICO), the response does not qualify for an Internal Review as the information is not held. I have set out the criteria below, as advised by the ICO for initiating an Internal Review;

If a requester complains even when you have not refused a request, you should carry out an internal review if they:

 disagree with your interpretation of their request;
 believe you hold more information than you have disclosed; or
 are still waiting for a response and are unhappy with the delay.

With regard to question 2, you have asked an additional question " Please tell me how many kitchens were open and how many meals served per day" which we have registered as a new FOI request, reference 64045. I can confirm your request has been passed to the relevant department who will endeavour to search for any information held and provide you with a response as soon as is possible. This will be within 20 working days and in any case by the 7 October 2020.

In addition to your new FOI request you have also requested clarification in respect of the response to question 2, asking why there was a need to recruit relief catering assistants. Having reviewed the response an explanation was given around this however you should have been advised that the information is not held, as responding to your question has resulted in giving an opinion or judgment that is not already recorded. Furthermore I have also reviewed the response to question 3 and I have concluded that you should have been advised that the information is not held as the same reasons I have explained in question 2 apply to question 3. The Freedom of Information Act provides a right of access, subject to certain exemptions, to recorded information held by public authorities. It does not require public authorities to express opinions or comment upon matters. Therefore I can confirm that as both question 2 and question 3 require the expression of an opinion/comments, this information is not held.

I am sorry this was not the answer you were given in your initial FOI response and I apologise if this has caused you any inconvenience. As advised above in relation to questions 1, 4 and 5, if you wish to review the decision regarding questions 2 and 3 you can apply to the ICO who will be able to assist you accordingly.

Thank you for your request for information dated 9 September 2020, whereby
you asked the following question about school meals during the time period
when schools were closed due to lockdown;

 

“Please tell me how many kitchens were open and how many meals served per
day”

 

I can inform you that during the time that schools were closed (from 23
March 2020 to 21 July 2020) between 65 and 77 school kitchens were open.

 

With regard to the number of meals that were served each day at this time,
please see the response below:

 

Notice under Section 17(1) of the Freedom of Information Act 2000 -
Refusal to disclose information

 

Decision:

After carefully considering your request for information the Council has
decided that to respond to your request would exceed the appropriate limit
as defined in the Freedom of Information Act 2000.

 

Basis for decision:

Section 12 (1) of the Freedom of Information Act allows for a request for
information to be refused where the cost of supplying this information
exceeds the appropriate limit. This is called an "exemption".  The Freedom
of Information and Data Protection (Appropriate Limit and Fees)
Regulations 2004 section 3 (3) determines the appropriate limit for local
government to be £450, equal to provision of officer time at approximately
18 hours (2.5 working days).

 

Why does the exemption apply in this case?:

The Council does not hold a central record of this information that would
respond to your request. In order to determine the number of school meals
served per day, a total of approximately 4200 documents will need to be
retrieved and reviewed. It is estimated that each document will require a
2 minute investigation.

 

Therefore as details of 4200 documents require review in order to
determine this information, this would result in a total time of
approximately 140 hours and is this is classed as excessive.

 

On this occasion I am not able to provide any advice or guidance on how
you could revise your request to bring it below the 18-hour limit as due
to the way the information is stored the time to review the information
will always return the same outcome as above, however we are able to
provide you with the weekly figures for the number of school meals served.
