The Shard affordable housing in-lieu payments

Dear Southwark Council,

Southwark Council granted planning permission for the Shard at London Bridge, accepting a mere £1.5m in lieu of the developer Sellar providing any affordable housing.

The section 106 agreement for the planning consent (01/AP/0476) says that half of this in-lieu payment is payable upon commencing construction and the other half payable upon completion.

The Shard was completed in 2012, however the Council's section 106 balances reports fail to show any record of the in-lieu affordable housing payment being made upon completion.

Please confirm if the Council has received the full £1.5m payment in lieu of affordable housing, when the installments were received (if at all) and what the money has been spent on.

2016 in which you requested:

Your request has been dealt with under Environmental Information
Regulations (EIR) 2004.

In response to it, we are able to provide the following information:

 

S106 agreement dated 09/05/2003  for planning application ref: 01/AP/0476
"London Bridge Station, Site Bounded by Tooley Street (including 64-84)
Borough High Street/St Thomas Street Bermondsey Street SE1" negotiated and
agreed a contribution of £1.5m for affordable housing. Our records
indicate that the affordable housing contribution was paid in full.
