Dear Executive Office (Northern Ireland),

It is no secret that there have long been concerns, expressed both privately and publicly about, let us say, the compatibility of Noting and Filing with continuing IIP status. Traditional Ulster Noting and Filing has long been the Elephant in the Room of both progress and international acceptability.

The thing is you see that Outsourcing Contractors have always relied heavily, set great financial store, on NICS and its various Departments continuing to hold IIP status, a known and respected hallmark of quality and investability.

Outsourcing contractors are now known to be in trouble, seeking re-financing deals etc, and underwriters, loss adjusters etc may soon be involved in seeking a mutually satisfactory solution and outcome for all. That is the aim of everybody.

I wondered, as FOI Query please, if there is any evidence of NICS carrying out necessary and required checks on the professional indemnity and other insurances held by those repeatedly, and over a number of years, giving formal assurance that all IIP standards were being met? Could we please, as FOI Request have copies of such evidence? That would, without pre judging anything, undoubtedly be in the interests of all.

Dear Executive Office (Northern Ireland),
Hey, Noting and Filing of reported bullying has been going on for far, far too long.

NICS as an Organisation is being brought to its knees, NHS too, by the officially admitted levels of completely unaddressed, indeed what looks suspiciously like officially covered up, bullying . Should this be shown to be the case, that would of course be a crime in itself, maybe, depending on the evidence something deserving of criminal sanction. People have a right to their health and their self esteem, to feel good about themselves.
People are entitled to a safe working environment, one where everyone, women and children alike, can feel both welcome and valued.

Have any of the bullies yet been identified? Has the consequences of their actions been made clear to them and have warnings as to their future conduct been issued? On what date? Is there a record of their reaction or of a change in their attitude. People are being psychiatrically injured and need redress.

Good Luck. I wish you well. Ordinary Civil servants are the salt of the earth and really do need to be treated better, shown more respect. Their wives and children too.

Hey we’re hugely overdue and things are getting no better .

The Outsourcer Capita for instance has now had to suspend Its dividend and its shares are a slow motion car crash, another Carillion.

Shareholders will doubtless be looking to recover their losses.
People everywhere are realising that eternal old style, Ulster style Note and File , Not an Inch policies are simply not in any way either healthy or viable.

As follow up then is there perhaps any record of plans or proposals for NICS to abandon Noting and Filing ? People everywhere really do need to know.

Dear Executive Office (Northern Ireland),
Hey this Query is not really getting very far and volumes of paperwork, as invariably happens in Note and File Only cases are becoming unmanageable. The thing is that, however traditional or culturally important the NICS Note and File, Not an Inch Culture may be, no system, no Government, no country, no Government scheme for instance, can survive if nothing is ever officially done, no evidence ever considered, all Whistleblowing just eternally Noted and Filed. Only. Nothing more. For ever.
In these conditions, people literally go mad, it’s a proven fact, Ulster psychiatric wards are full. American positive thinking companies, never previously known to be beaten, get beaten by Note and File , Not an Inch cultures.
Maybe it’s best if we both just jointly accept that the FOI system is not really compatible with Ulster Note and File Only requirements and I just, on Health and Safety grounds, quietly withdraw, at least on a temporary basis, both the original Query and the Request for internal Review? It really won’t be a problem.
Please let me know what you think? Should matters ease, the Query and Request for Review can always be reinstated, no problem, and matters regularised.

Dear Executive Office (Northern Ireland),
I wonder if perhaps there was any record of TEO ever taking issue with or daring to dissent from the long standing, fiercely defended, fully-on -the-record overall NICS view that mothers had no rights to protect their vulnerable children?

How about a record of TEO dissent from the equally Official NICS view that mental health of staff, of parents and children was a legitimate management tool and plaything in the gift of NICS ? Does such a record exist and, if so, can we please have a copy?

A much needed public inquiry cannot be far away now, and all civil servants have of course both a responsibility and a Duty need to get these things firm, clear, straight and on the record.

In the event, for instance, that TEO views have changed, on what date , for what reason, and signed off by whom? Was the change of heart unanimously supported at Board and Directorate level or was there a signed off minority report produced?
Whatever the situation may be, do please let us know.

Rest assured, this is what FOI Legislation is about, working exactly as Parliament intended.
