Higham Road Bridge costs

Your Request was received on 29 March 2022 and your clarification was
received on 26 April 2022.

You requested:

1.         Can you provide all the papers between you and Amey about these
costs, explain how these costs you can’t account for are in accordance
with the contract,

2.         How many other cases like this are there?  The figures are
shocking. Other cases where you've left barriers on the roads for months
racking up charges.

3.         What's the current number of locations where this is deployed

4.         and since when?

5.         Can you tell me your annual spend on this type of barrier which
seems not to be temporary?

We have dealt with your request under the provisions of The Freedom of
Information Act 2000 (FOIA).

We estimate that the cost of complying with your request would exceed the
appropriate limit and Section 12 of the Act does not oblige us to comply
with requests if they exceed this limit. The appropriate limit has been
specified in the legislation and, for a body such as National Highways, it
is set at £450. This represents the estimated cost of one person spending
18 hours in determining whether National Highways holds the information,
and locating, retrieving and extracting that information.

We estimate that providing all of the information we hold within the broad
scope of your request would require over 18 hours of dedicated staff time.
Therefore, we are not obliged to comply with your request and we will not
be processing your request further at this time.

National Highways is split into 23 areas, a map of which is available here

11 of those areas are DBFO (Design, Build, Finance Operate) companies.
These are external agencies who are contracted to operate and maintain the
DBFO routes on behalf of National Highways for a defined period.

appropriate limit, although I cannot guarantee that this will be the case.

which seems not to be temporary? Please can you confirm which of the
