the Higham Road Bridge fiasco https://www.northantslive.news/news/northamptonshire-news/national-highways-overpaid-300k-a45-6855372
Dear Highways England Company Limited,
The saga caused headaches for many of us. Seems the delay was Amey racking up costs massively cause you pay expecting another to. Why did it take 3 years to do the repair?
Can you provide all the papers between you and Amey about these costs, explain how these costs you can’t account for are in accordance with the contract, is Amey going to repay? Answer the questions how did Amey come to charge £300000 too much and why did National Highways simply pay it no questions asked. How many other cases like this are there? The figures are shocking.
Yours faithfully,
Dave Jones

Dear [email address],
Other cases where you've left barriers on the roads for months racking up charges. What's the current number of locations where this is deployed and since when?
Can you tell me your annual spend on this type of barrier which seems not to be temporary?

Dear OD MIDLANDS HLC,
You'll need to explain this to me, and provide the information making the figures clear.
The costs were £750000.
You paid £340000
You got back £130000
What got paid to who, why are there differences?
Putting up with your roadworks day after day for months, why'd you not just repair the small area of damage and be done with it? How long would that have taken and at what cost?
What was the cost of the bridge replacement, if you'd let me have the quote for the works, the scope, tenders and agreement.
Yours sincerely,
David B Jones

Dear Mr Jones
Higham Road Bridge costs
Your Request was received on 29 March 2022 and your clarification was
received on 26 April 2022.
You requested:
1. Can you provide all the papers between you and Amey about these
costs, explain how these costs you can’t account for are in accordance
with the contract,
2. How many other cases like this are there? The figures are
shocking. Other cases where you've left barriers on the roads for months
racking up charges.
3. What's the current number of locations where this is deployed
4. and since when?
5. Can you tell me your annual spend on this type of barrier which
seems not to be temporary?
We have dealt with your request under the provisions of The Freedom of
Information Act 2000 (FOIA).
We estimate that the cost of complying with your request would exceed the
appropriate limit and Section 12 of the Act does not oblige us to comply
with requests if they exceed this limit. The appropriate limit has been
specified in the legislation and, for a body such as National Highways, it
is set at £450. This represents the estimated cost of one person spending
18 hours in determining whether National Highways holds the information,
and locating, retrieving and extracting that information.
We estimate that providing all of the information we hold within the broad
scope of your request would require over 18 hours of dedicated staff time.
Therefore, we are not obliged to comply with your request and we will not
be processing your request further at this time.
National Highways is split into 23 areas, a map of which is available here
[1]https://share.highwaysengland.co.uk/Shar...
11 of those areas are DBFO (Design, Build, Finance Operate) companies.
These are external agencies who are contracted to operate and maintain the
DBFO routes on behalf of National Highways for a defined period.
If you were to reduce the scope of your request to a narrower category of
information, it may be that we could comply with that request within the
appropriate limit, although I cannot guarantee that this will be the case.
For question 5 Can you tell me your annual spend on this type of barrier
which seems not to be temporary? Please can you confirm which of the
following areas you would like to receive information for. Please
bear in mind that we cannot provide you with information about all 23
areas as that would exceed the cost limit.
Operations South West (Area 1 and Area 2)
Operations South East (Area 3, Area 4)
DBFO Area 5
Operations East (Area 6 and Area 8)
Operations Midlands (Area 7 and Area 9)
Operations North West (Area 10 and Area 13
There is no Area 11
Operations Yorkshire and North East (Area 12 and Area 14
There are no Areas 15 to 24 inclusive
DBFO Area 25
DBFO Area 26
DBFO Area 27
DBFO Area 28
DBFO Area 29
DBFO Area 30
DBFO Area 31
DBFO Area 32
DBFO Area 33
DBFO Area 34
Please note that if we cannot agree a revised request by 6 June 2022 I
will have to refuse your request in reliance on the section 12 exemption.
If you have a question regarding the information we have provided in this
response please contact me by reply to this email.
If you are not satisfied with your response you may ask for an internal
review within 40 working days of receiving the response, by replying to
this email. You can learn more about the internal review process
