Dear Avon & Somerset Constabulary,

I wish to request the following information under the terms of the Freedom of Information Act 2000 'The Act'.

In order to assist you with this request, I am outlining my query as specifically as possible. As you will understand, this may not be a definitive list of relevant information.

Text in square brackets does not form part of my request and is to clarify some points of my request.

There was an incident involving 'squatters' and Tesco's in the Stokes Croft area of Bristol on 21st April 2011. Which was inflamed and made worse by the presence of your police officers. This has been widely reported in the media and social networking sites.

As you may be aware, the act provides a duty on public authorities such as yourselves to assist requesters. Therefore I request that you inform me if any part of my request is likely to be refused so that I may rephrase it.

1.0 How many officers were in attendance at this operation, in the following rank bands.

1.1 Avon and Somerset.
1.1.2 PC's
1.1.3 PS's
1.1.4 Inspectors
1.1.5 Chief Inspectors
1.1.6 Superintendent's
1.1.7 Chief Superintendent's
1.1.8 Any ACPO ranks.

1.2 Any other force (Please specify police force).
1.2.2 PC's
1.2.3 PS's

2.0 Who authorised the use of this clearly unreasonable force and use of riot gear. [I do not wish to know the name/badge number/warrant number of said person, just the rank].

3.0 How much did it cost Avon and Somerset and thus the taxpayer to police this incident.
3.1 Wages based on a mid point pay scale, please break down into rank bands as stated in 1.1 above.
3.2 Cost of additional car/van hire (if applicable).
3.3 Cost of transportation of arrested persons.
3.4 Cost of helicopter (if applicable).

4.0 How many people were arrested at this operation.
4.1 What was the original arrest.
4.2 What were they charged with.
4.3 Please provide the breakdown to 4.1-4.2 as to which force the officers that arrested them belonged to.
4.4 What station or stations were the arrestees taken to.

5.0 How many complaints or expressions of dissatisfaction have been received about your officers actions.

6.0 How many officers sustained injuries.
6.1 How were they injured.
6.2 How many went to hospital.
6.3 The ranks of said officers mentioned in 6.0 above.

In order for us to provide you with the information you require some
clarification is necessary. The questions you have posed follow from the
below statement:

The Constabulary does not consider this statement as a factual account of
the incident to which you refer, and as such will not be able to answer
the subsequent questions. The statement in particular is highlighted
above, which you may choose to rephrase or omit so that we can consider
providing the information you seek.

I will be unable to start to process your request until I have received
your clarification.

Dear #Freedom of Information Requests,

Please could you tell me under what regulation of the FOI you are claiming that you consider my request not to be a "factual account of the incident to which you refer".

Is this merely you trying to buy time to deal with my request? You cannot pick and choose which FOI requests you will deal with and which ones you will not.

You obviously know what incident I am referring to as you would have said otherwise.

Furthermore due to your obvious failure to respond to this request and complete disregard to the FOI, I now wish to make a formal complaint against your department for failing to answer my FOI request. As you are hiding behind a general Email it also seems that you do not want to give out a name for fear of being complained about.

However not withstanding the above (and I will still be making the official complaint), if it would make you happier, please omit the following sentence from my original request "Which was inflamed and made worse by the presence of your police officers".

Unreasonable force regarding this incident is not an account the
Constabulary recognises.

this incident.

Unknown at this time.

that arrested them belonged to.

All were Avon and Somerset Officer’s with one exception being an officer
from Wiltshire.

4.4 What station or stations were the arrestees taken to.

Trinity and Southmead Police Stations.

Please note this is an ongoing operation and further arrests will have
been made.

5.0 How many complaints or expressions of dissatisfaction have been
received about your officers actions.

14 as at the time of your request. These include non complaint issues i.e.
Quality of Service or Direction and Control matters, (examples of which
would be complaints of the noise and/ or complaints of restricted access
to roads).

6.0 How many officers sustained injuries.

6.1 How were they injured.

6.2 How many went to hospital.

6.3 The ranks of said officers mentioned in 6.0 above.

8 officers received hospital treatment for injuries sustained.

One of officer was an Inspector, the rest were Police Constables.
